4. Roll Call. -- (Absent: Garrett) & (Present: Shafer, York, Bateman and Francis)

5. Presentation of Proclamation to Collinsville Wrestling Team. -- A city proclamation was read in honor of the 6-time state champion CHS Wrestling Team (Prev. Coverage) -- Photo above right ... with the Mat maids, coaches and part of the championship team.

6. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under Consent are considered to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

--A. Approval of Minutes from April 4, 2016 Regular Meeting.
--B. Approval of Claims in the amount of $172,707.09.
--C. Approval of April 15, 2016 Payroll in the amount of $46,562.64.
--D. Approval of Cemetery Deed for Henry Nutt-one space.
--E. Approval of Budget Amendment # 35, $589.33 for 2/22 Workers Comp Mark Ross.
--F. Approval of Budget Amendment # 36, $589.33 for 2/29 Workers Comp Mark Ross.
--G. Approval of Budget Amendment # 39, 238.58 for loan overpayment Fire Dept.
--H. Approval of Budget Amendment # 40, 550.51 for insurance precedes Fire Dept.
--I. Approval of Resolution 2016-03 proclaiming April 2016 as Fair Housing Month.

7. Discussion and possible action concerning items removed from the Consent Agenda. -- N/A

8. Public Hearing for 2016 Tulsa County Urban County CDBG Application. -- Barbara Albriton from INCOG described a possible $72K grant to be used for Collinsville water line and fire hydrant upgrades. Old 4 inch water lines would be upgraded to 6 in lines in the project zone. The application is due by April 29th. She mentioned sidewalk upgrades as too expensive and mentioned that spending must start next year on the drainage grants already approved (near the post office). There were no public comments.

9. Discussion and possible action regarding 2016 CDBG Public Hearing.-- Approved, the water line and hydrant project was selected.

10. Discussion and possible action regarding selection of Project for 2016 CDBG Application. -- Approved

11. Discussion and possible action regarding adoption of CDBG Resolution Number 2016-04. -- Approved

12. Discussion and possible action regarding authorization for Mayor to sign CDBG application documents. -- Approved

13. Discussion and possible action to approve Final Plat of Cooper Crossing Extended located at E. 144th Street North on North 55th E. Ave. -- Approved, adds 10 more lots.

14. First reading of Ordinance Number 900. -- First Reading only, then items 15 & 16 skipped as all commissioners would need to be present and agree to declare an emergency. The new ordinance was fashioned after Owasso's with a "no-knock" list and also sign posting to not have solicitors/peddlers at your door.
-- Proposed Ordinance 900 text (Word doc).

15. Discussion and possible action to adopt Ordinance Number 900, an ordinance relating to peddlers and solicitors repealing Part 2, Chapter 40 Section 40-1 through 40-35 and replacing and adding to the code a new ordinance for the regulation of peddlers and solicitors to appear at Part 2 Chapter 40 Section 40-1 through 40-14 providing for severability, repealing all ordinances in conflict herewith and declaring an emergency and effective date. -- skipped

16. Discussion and possible action declaring Ordinance Number 900 an emergency for the purpose of preserving the public health, safety and/or peace making it effective immediately upon passage and publication. -- skipped

--C. Approval of April 15, 2016 Payroll in the amount of $31,779.71.
--D.Approval of Budget Amendment # 41, $232 for March 2016 State Building Code Fees.
--E. Approval of Budget Amendment # 42, $463.20 OMAG city manager expense reimbursement.

4. Discussion and possible action concerning items removed from the Consent Agenda. -- N/A

5. Discussion and possible action to approve purchase of new 100 Kilowatt Diesel Fueled Generator Package from Clifford Power for backup electricity to City Water Treatment Plant in the amount of $35,697. -- Approved, It was stated that the city will also budget for another generator in the future for another at lake side for that pump. Before the vote, Editor Bill Johnston asked if the local Collinsville generator vendor (Sooner) had been contacted for a bid ... and was told they had not been contacted.
