4. Roll Call. -- Absent (Garrett) & Present (Shafer, York, Bateman, & Francis)

5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under Consent are considered to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

--A, Approval of Claims in the amount of $12,259.11.
--B. Approval of June 12, 2015 Payroll in the amount of $55,784.87.
--C. Approval of Minutes from June 1, 2015 Regular Meeting.
--D. Approval of Budget Amendments:
--1. # 65 in the amount of $8,448.75 Grant receipts for Police Radios.
--2. #84 in the amount of $2,857.75 Workers Comp insurance reimbursements for
Fire Department.
--3. #85 in the amount of $300 for Donation to Cemetery Care Fund.
--4. #86 in the amount of $1,131.95 for insurance proceeds in Cemetery Department.
--E. Approval of Cemetery Deeds:
--1. Iria Lee Jones – one space.
--2. Larry Loffer – four spaces.
--3. Steve Loffer – eight spaces.

6. Discussion and possible action concerning items removed from the Consent Agenda. -- n/a

7. Presentation from Gary Shafer with Tulsa City-County Library regarding Library growth in Collinsville. -- Shaffer presented stats and features of the 24 libraries in the Tulsa County system he heads as CEO. Some of the library features include downloading newspapers, magazines, music, and books; language learning applications; online homework tutors. for example.


Collinsville's Carnegie library building is one of only a few originals left in Oklahoma.

8. PUBLIC HEARING on proposed Fiscal Year Budget 2015-2016 General Fund Budget. -- Pam Polk presented a few notable items on a new budget which is "pretty flat" compared to last year (~$3.99 million total for city & ~$8.86 million for CMA)
* revenue is down ... moderate temperatures last year damped utility revenue
* Police dept -- $125K for 4 new vehicles ... replace oldest units ... which are not reliable or not fully functional
* Fire dept -- several small items ... bunker gear has 10 year life ... air bottles 15 yrs
* Street dept. -- $25K street maint "hotbox", heats asphalt overnight & $20K infared heats street before asphalt applied for longer lasting repair
* Insurance cost divided up between each department instead of standalone budget
* Park replacing van
* Cemetery adding storage bay
* There was a work session June 11th for discussions on this budget
* There were no public comments made on the budget

9. Discussion and possible action to approve Fiscal Year 2015-2016 General Fund Budget by approving Resolution Number 2015-08. -- Approved

10. Discussion and possible action to let bids on American Legion Building remodel project. -- Approved, appears ~$1.4 million "extra" Vision 2025 funds have been made available (although the initial contract papers had the wrong amount). Waiting for corrected contract. Sample previous coverage (June 2014)

11. Discussion and possible action to approve Ordinance Number 889, an Ordinance amending the Employee Retirement System, Defined Benefit Plan for City of Collinsville & Collinsville Municipal Authority, Oklahoma; providing Retirement Benefits for eligible employees of City of Collinsville & Collinsville Municipal Authority, Oklahoma; pertaining to the definition of employee; and providing for replealer and severability. -- Approved

12. Discussion and possible action to approve Ordinance Number 890, an Ordinance amending Ordinance 606, the Zoning Code of the City of Collinsville, Oklahoma, by approving CZ-191; repealing all Ordinances in conflict herewith.
(Tract located at 210 S. 8th St. from RS-2 Residential Single Family High Density District to RM-2 Residential Multi-Family Medium Density District.)

13. City Manager’s Report. -- Pam Polk discussed these topics:
* Successful Hogs 'N' Hot Rods event ... including good BBQ which she helped judge
* Swap meet was well received at Hogs event
* Collinsville Energy Logo "rollout" at Hogs event ... more on this later (prev)
* Pam sang at Nifty Fifties Reunion June 13th
* Miss Collinsville in top 15 at Miss Okla. pageant
* Mayor Bud York thanked all that help make Hogs 'N' Hot Rods a success

--B. Approval of June 12, 2015 Payroll in the amount of $47,830.65.
--C. Approval of Minutes from June 1, 2015 Regular Meeting.
--D. Approval of Budget Amendments:
--1. #87 in the amount of $602.98 refund to vendor Sanitation Department.
--2. #88 in the amount of $208 for April 2015 State Building Code Fees collected.
--3. #89 in the amount of $84 for May 2015 State Building Code Fees collected.
--4. #90 in the amount of $115.12 for refund of payment from Collinsville, IL.

* Sanitation $35K truck ... using Ford Ranger

6. Discussion and possible action to approve Fiscal Year 2015-2016 CMA Fund Budget by approving Resolution Number 2015-09. -- Approved

7. Public Work Director’s Report. -- Phil Stowell reported on these topics:
* Looing at "backyard" equipment for elect dept for use in small restricted spaces for quick emergency repairs when bigger equipment can't reach in
* Will "debrief" after Hogs event to see if changes/mprovements needed for city support
* There were apparenty some alcohol license issues during the Hogs event with some getting the required special events permit and some not
* Rain / storm water issues ... old system working fairly well ... but some manhole overlows required DEQ reporting
* Park/cemetery crews working hard to keep up with mowing
