The Collinsville City Commission met Monday, Mar. 21st
at 7pm (at the City Hall Annex, 1126 West Main) for the regular meeting of the Municipal Authority and Commission.

III. CONSENT: All matters under "Consent" are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from consent by request.
1. Approval of Minutes of the Collinsville City Commission Regular Meeting of March 7, 2005.
2. Approval of disbursements and payroll. (See supplement)

IV.UNFINISHED BUSINESS

1. City Manager Report.

2. Review, Discussion and possible action thereon on status of Collinsville Downtown, Inc. regarding renewal of existing contract and finances. (Commissioner Rogers).

3. Discussion and possible action thereon on approving change order submitted by Helterbrand Builders on City Hall Project.

4. Discussion and possible action thereon on declaring Kiwanis building located in City Park and EMS building surplus to city and authorizing disposal.

5. Discussion and possible action thereon on selecting a telephone system for new City Hall and Fire/EMS buildings. (I missed the discussion but the provided packet indicated the cost of telephone and routing equipment provided by SBC was not to exceed $24,999)

PUBLIC HEARING CZ-157: Public hearing and consideration of possible approval of Zoning Ordinance 758 on a request to rezone property generally located west of Herald Elementary School and north of 126th St. N., from AG Agriculture District to RS-3 Single Family Residential District for single-family dwelling uses per Sections 400.1, 410, 430.1 and 1530 of the Collinsville Zoning Code. The subject property is located in Section 32 Township 22 North, Range 14 East and consists of 75.15 acres. (East of Herald Elementary with 126 St. N. access)

7. Discussion and possible approval of Emergency Clause pertaining to Ordinance 758.

8. PUBLIC HEARING CZ-158: Public hearing and consideration of possible approval of Zoning Ordinance 759 on a request to rezone property generally located west of Blackjack Land, S/SE of E. Cedar St. and north of 146th St. N. (Broadway-SH. 20), from AG Agriculture District to RE Residential Estates District for single-family dwelling uses per Sections 400.1, 410, 430.1 and 1530 of the Collinsville Zoning Code. The subject property is located in Section 19 Township 22 North, Range 14 East and consists of 50.95 acres.
-- Approved -- The applicant (George Sallee) was present during the hearing (which Mayor Stan Sallee removed him self from) and presided over by Commissioner Pam Porter. This is a long narrow strip of land between the high school and nursing home off 146th St. North and extending north where it could connect to E. Cedar St N.

9. Discussion and possible approval of Emergency Clause pertaining to Ordinance 759. Approved

10. FIRST READING OF ORDINANCE 760 - First reading of an ordinance relating to Corridor and Main Street Theme Appearance District design review policy, process, procedure and guidelines within designated corridors within the City of Collinsville. No action is requested. This item will be discussed and considered for possible approval following public comments at the April 4, 2005 regular City Commission Meeting. (See photo above for proposed district boundaries.) Exterior changes to commercial properties would require review by a new committee before approval (followed by normal planning commission and city commission review/approval). Next step is apublic hearing April 4th. The district establishment (this ordinance) and the guidelines/procedures (next ordinance) were defined by the appearance district committee selected by the city commission months ago: Tharyn Nachtigall, Brad Francis, Linda Pavey, Melodie Bateman and Trent Rogers.

11. FIRST READING OF ORDINANCE 761 - First reading of an ordinance relating to Corridor and Main Street Theme Appearance District design review policy, process, procedure and guidelines within designated corridors within the City of Collinsville. No action is requested. This item will be discussed and considered for possible approval following public comments at the April 4, 2005 regular City Commission Meeting.


12. Transmittal to Commission of the Collinsville Master Plan and the 2030 Comprehensive Plan Notebook. (For Informational Purposes Only.)
