1. Call to Order.

4. Roll Call. -- Present (Shafer, York, Bateman, Francis) & Absent (Garrett)

5. Presentation of Purple Heart City Proclamation. -- Mayor Bud York read the proclamation naming Collinsville as a "Purple Heart" city and then presented the proclamation to VFW Commander Jerry Krisner, who is a Purple Heart recipient. A banner was also hung across Main Street with the Purple Heart designation.

6. Consent: All matters under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from consent by request. A motion to approve the Consent Agenda is non-debatable.

--A. Approval of Minutes from October 16, 2017 Regular Meeting.
--B. Approval of Claims in the amount of $28,713.88.
--C. Approval of October # 2 Payroll in the amount of $51,404.07.
--D. Approval of Cemetery Deeds: Lorenzo A. Ramos, one space; Richard Johndrow, three spaces.
--E. Approval of Budget Amendment #30 $75 Fees collected by District Attorney-Police Dept.
--F. Approval to close Main Street from 7th to 15th Streets from 10:30 a.m. to 12:30 p.m. on Saturday, November 11, 2017 for Collinsville Annual Veteran’s Day Parade.

7. Discussion, consideration and possible action concerning items removed from the Consent Agenda. -- n/a

8. Discussion, consideration and possible action to award Safe Routes to School Bid to Gradeline Construction in the amount of $243,051.70. -- Approved -- Previous Coverage: July 2017 -- for sidewalks and crosswalks near the middle school and elementaries.

9. Discussion, consideration and possible action to approve Final Plat for Collinsville Original Town, Lots 6 & 7, Block 46, North of West Main Street, East of North 9th Street, 2 lots, 1.32 acres.
(111 N. 9TH Street) -- Approved -- Previous Coverage: Aug. 7th City Meet- Casey's General Store

10. Discussion, consideration and possible action regarding surplus of bricks. -- No action taken, following the discussion of a huge stockpile of bricks from Main Street (S-Curve project) and now the Center Street project. An inventory of the numbers and quality along with a sort process to isolate the best/same-sized bricks from damaged/odd-sized bricks. Note: thisdiscussion has been on-going for years and the reuse for city projects / repairs is championed by Commissioner Brad Francis (with my full support). -- Ted Wright
