You could see up to a $20 increase monthly in your city utility bill following base rate increases approved 6/15/2017 ... I just found out (3pm today from someone other than the city) that the city is holding a special session today at 6pm to raise a bunch of fees for Collinsville citizens. It is a "Public Hearing" ... you'd think they would want people to know about it? -- Ted Wright 3:15pm June 15, 2017 --

6/21/2017 Update: The city has posted the increased fees.
Note: The resolutions state the new fees take effect on the August 2017 usage.
Note: The city refuse fees were increased also $13.95 -> $15 (although not on the agenda ... as the ordinance allows the city manager to set that rate without the commission approval)

1. Call to Order.
-- All commissioners present: Garrett, Shafer, York, Bateman & Francis

2. PUBLIC HEARING on proposed Fiscal Year 2017-2018 General Fund Budget.
-- Again (as at June 5th fee increase recommendation discussion) I have a full page of notes explaining the need for base rate fee increases (below) and the overall budget ... I will summarize as an issue of years of decreased city revenue due to "fair" weather decreasing utility customer usage and increased cost of city services. There was also a GRDA increase that the city had been absorbing rather than pass on previously. It is "not a spending problem" according to City Manager Pam Polk who presented the case for the fee increases. She stated most department request for new equipment were removed from the new budget with the exception of a new ambulance. There will be no raises (again) for city employees. There were only about 5 non-city staff in the audience for the "public hearing". Phil Ostrander asked if utility customers would get relief later if city revenue improved? Pam Polk said the rates would be reviewed yearly and relief was a possibility. 65% of the budget ($2.4 million) is for public safety. And also note these are fixed monthly base fee increases ... not per unit used rates. The new and old rates are listed in a table below the following agenda.

3. Discussion, consideration and possible action to approve Resolution Number 2017-05 increasing City of Collinsville Electric Rates. -- Approved (with a lone NO vote by Garrett).
4. Discussion, consideration and possible action to approve Resolution Number 2017-06 increasing City of Collinsville Water Rates. -- Approved
5. Discussion, consideration and possible action to approve Resolution Number 2017-07 increasing City of Collinsville Administration Fee. -- Approved
6. Discussion, consideration and possible action to approve Resolution Number 2017-08 increasing City of Collinsville Sewer Rates. -- Approved
7. Discussion, consideration and possible action to approve Resolution Number 2017-09 increasing City of Collinsville Storm Water & Streets Rates. -- Approved
8. Discussion, consideration and possible action to approve Resolution Number 2017-10 increasing City of Collinsville EMS Fees. -- Approved
9. Discussion, consideration and possible action to approve Fiscal Year 2017-2018 General Fund Budget by approving Resolution Number 2017-11. -- Approved
10. Adjournment. -- 7:35pm
