4. Roll Call. -- Garrett (5:37), Shafer, York, Bateman & Francis

5. Consent: All matters under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from consent by request. A motion to approve the Consent Agenda is non-debatable.

--A. Approval of Minutes from September 19, 2016 Regular Meeting.
--B. Approval of Claims in the amount of $61,672.84.
--C. Approval of September 30, 2016 Payroll in the amount of $56,191.97.
--D. Approval to close Main Street from 9th to 12th Streets from 5:00 p.m. to 8:00 p.m. on October 31, 2016 for the annual Just Tricks No Treats Halloween parade.
--E. Approval of Cemetery Deeds: Rick Mahar – 2 spaces; Lorenzo Ramos – 1 space.
--F. Approval of Budget Amendment #4, $3,500 Cherokee Nation Donation.
--G. Approval of Budget Amendment #5, $2,000 Fire Department Safety Course.
