1. Call to Order.

4. Roll Call. -- Present(Shafer, York, Francis) + Absent (Garrett, Bateman)

5. Consent: All matters under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from consent by request. A motion to approve the Consent Agenda is non-debatable.

--A. Approval of Minutes from July 18, 2016 Regular Meeting.
--B. Approval of Claims in the amount of $39,215.47.
--C. Approval of July 22, 2016 Payroll in the amount of $49,253.03.
--D. Approval of Cemetery Deeds: James Shoate, one space; Lecia Nutt, one space.

6. Discussion and possible action concerning items removed from the Consent Agenda. -- N/A

7. Discussion and possible action to adopt Ordinance Number 906, an ordinance relating to Animal Regulations, Part 2, Chapter 8, establishing and adopting Section 8-34 pertaining to the number of dogs or cats permitted per residence, providing for severability, repealing all ordinances in conflict herewith and declaring an effective date. -- Approved (with Shafer, York & Francis voting yes). Had first reading at previous meeting. Changes from no limit to 3 each for dogs or cats. I did not hear an effective date? - Ted

8. Discussion and possible action to approve purchase of Ford F-150 Crew Cab 4X4 Truck for Fire Department from Vance Country Ford in the amount of $30,555, State Contract pricing. -- Approved, already in budget, replaces 2001 model with 190K miles.

9. City Manager’s Report. -- Pam Polk reported on these topics:
* Funeral for former School Superintendent and Coach Terry Due August 2
* Storm Brush pickup has been contracted out to Harden Tree Service. Limbs need to be curbside by August 15th.
* LeRoy Van Dyke was at Sale Barn stage this past weekend. Mayor said he was very entertaining. Tulsa World had good writeup on Sale Barn Stage last week.
* Don Fifer retirement today (August 1) after 24 years.
* Commissioner Bateman had another foot surgery.
* School starts August 18 -- drive carefully -- watch for kids
* New sign ordered for Charlie's Park. Talked with Charlie's family recently.

--C. Approval of July 22, 2016 Payroll in the amount of $31,608.78.
--D. Approval of Resolution Number 2016-09, approving exhibit C to Lease Purchase Agreement for equipment between RCB Bank and Collinsville Municipal Authority. (Sewer Jetter Truck)

5. Public Works Director’s Report. -- Phil Stowell reported on these topics:
* (City :Lake) Lagoon solids removal completed. Took 33 days, 5 million gallons removed, DEQ approved.

* 19th Street Bridge replacement -- old bridge gone ... still working on water and gas line replacement.
* Will open bids August 11th for trimming tree branches from city electric lines
* Don Fifer retirement ... he has done a great job
