1. Call to Order.
2. Roll Call. -- (Eddie Tidwell absent) & (Adam Steidley, Glen Reaser, Cheryl Hunt & Ted Wright present)
3. Approval of Regular Meeting Minutes for March 19, 2013 and May 21, 2013. -- Approved
4. Discussion and possible action regarding revised Park Ordinance. -- Approved, with change to have park board "replacements" named by mayor just like "new" members. Discussion on specific park curfew (which limits park access to adults and kids) -vs- just relying on the existing city curfew which just restricts juveniles. The park board eventually decided to stick with the midnight to 6am curfew as their recommendation to the city commission. If an adult has a valid need to be in the park earlier than 6am, I'd suggest they contact the city for approval of an exception. The new ordinance simplifies the role of the park board as an advisory group for the commission regarding park issues.
5. Status
report from Public Works Director. -- Phil Stowell
reported on these topics:
* extra playground equipment (now in storage)
* video security system (the priority of this has been raised with additional
recent vandalism ... and a vendor has been given the go-ahead to gather
components for the park). Shade "sails" were slashed ... likely
$3K replacement.
* additional bench/shelter for Charlie's park (in a location to serve alternate
use as a "bus stop")
* potential locations for horse shoe pitching, sand volleyball, and frisbee
golf in the park
* LandPlan concept for future parking lot interaction with revised trail
path
* discussion on-going whether new picnic shelters will be reservable or
not
* water flow to splash pad is adjustable if water shortage was issue, as
a first step -vs- total shutdown
* Hardware is available for lighting first phase of trail ... after phase
two construction completes and electrical crew available from other tasks.
* 19th Street pedestrian "limitations" at bridge. And other potential
sidewalk improvements to help get folks to the park.
* commission work session soon (July 31st?) to discuss community center
at Veterans Building and how that might relate to potential park community
center
* East park entrance sign ... still waiting for Mangnum bid ... but their
delay means city staff will also request bids from others (not already in
the park)
* July 2nd Independence Day event
* Followup on "approved" shade structures ... might just do the
cantilever version rather than the large structures over play equipment
* creek brush removal as park help available from other activities
* will investigate complaint that basketball court is not level and fence
needs to be extended on west end
* "substantial completion" walkthrough on trail phase 2 project
was held July 16th. Two areas of the new trail exceed the 5% grade limit
as designed. If Dept, of Tourism decides it must be replace it is to be
at contractors expense not the city. Some grade exceptions are allowed.
* 3 of the new (cypress) trees planted by the park contractor are to be
replaced due to bark damage during planting
6. Adjournment.
