5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

A. Approval of October # 2 Payroll in the amount of $37,272.13 and November #1 Payroll in the amount of $37,361.28.
B. Approval of Claims in the amount of $20,674.53.
C. Approval of Minutes from October 13, 2011 Work Session and October 17, 2011 Regular Meeting.
D. Approval of Cemetery Deeds: John T or Beth Ann Vice, 2 spaces; Rickie or Norma Gruetzmacher, 2 spaces; Doua Lee, 1 space.
E. Approval of Budget Supplemental in the amount of $2,215.10 for recycled copper for Electric Department.

6. Discussion and possible action concerning items removed from the Consent Agenda. -- n/a

7. Discussion and possible action to authorize the City Manager to negotiate the sale of the Collinsville Sale Barn located at 13812 N. 113th E. Ave., Collinsville, Oklahoma for the best possible terms, including, but not limited to a sale for less than the appraised value based upon the unique character of the property and specific circumstances which warrant a special need to dispose of the surplus property subject to final approval by the City Commission. -- approved (with $130K recent appraisal) and note from city attorney that this was "a unique situation" with an existing 99-year lease still in effect restricting ability to market to other than current lease holder.

8. Discussion and possible action to award bid on Ambulance and Equipment to the lowest bidder, Professional Ambulance, in the amount of $168,585. -- approved (I missed a portion of this discussion while covering theconcurrent school board meeting but before I left Chief Russell Young talked about a larger more up-to-date ambulance including headsets inside, a required refrigerator and drug lockup, etc). The vehicle is red. One of the existing ambulance could be sold. --Ted)

9. Discussion and possible action for approval of a one-time, lump sum salary increase for personnel. -- approved (I missed all of this discussion)

10. Discussion and possible action regarding Thanksgiving turkeys and Employee Christmas Party. -- I missed most of this discussion but the final motion was for gifts (not turkeys) with the total for all city employees not to exceed $1600 was approved. --Ted

11. City Manager’s Report -- Pam Polk reported on these topics:
* Veterans Day Parade is Friday 11am with dinner to follow at VFW.
* ODOT meeting on east Main traffc issues (Broadway / old 169 entrance). ODOT will repaint the existing markings and start traffic count measurements for future possible action. One recent accident.
* Several accidents at Highway 20 near new Quik Trip west of Collinsville. ODOT doing traffic counts. A signal light is likely solution. (Previous)
* Arubah Free Clinic open house tonight

12. New Business (business which was not foreseen prior to the posting of this agenda.) -- Commissioner Bud York asked if the city had earthquake insurance after two were felt in Collinsville Saturday. Pam Polk said the city was checking options.
