C. Approval of Minutes from November 7, 2011 Regular Meeting.
D. Approval of Budget Supplemental in the amount of $112.00 for September
and October 2011 Collected State Building Code Fees.
E. Approval to close Main Street from 5th to 14th Streets from 10:30 a.m.
to 12:30 p.m. December 10, 2011 for the Annual Christmas Parade.
F. Approval of 2011-2012 Mutual Aid Agreement between the City of Collinsville
and City of Tulsa.

6. Discussion and possible action concerning items removed from the Consent Agenda. -- n/a
7. Report from Rickey Hayes with Retail Attractions, LLC. -- Hayes reported on several active economic development possibilities for Collinsville. A retail strip near the Quik Trip is likely with a restraunt, hair salon, dry cleaning drop off, etc. Two national restraunts visited here recently and one indicated a $1.6 million potential business here based on their own data. Hayes also indicated his role in getting a replacement grocery store for Caney, Kansas, might lead to a similar grocery for Collinsville. Hayes also showed commissioners a promotional video for Muskogee by a video professional would also be ableto create one for Collinsville which would be a help to retailers expoloring future sites. The fee for a video could be in the $6K range based on one done recently for Glenpool. Sand Springs and Elk City have also used this vendor. Owasso is exploring a potential $15K video.
8. Report from Mary Risley with Collinsville Downtown Inc. -- Postponed
9. Discussion and possible action for approval of Collinsville Park Trail site plan design. -- Approved, design option 1 (as recommended by the Park board). No new lighting or benches, etc are included in the existing trails grant but might be requested in a future grant application.
10. Discussion and possible action for approval of redistricting Commissioner Ward boundaries. -- Approved, option 2 (of the two provided by INCOG based on 2010 census data). A resolution will be drawn up to formalize the action. None of the commissioners appeared happy with the scattered and disjoint new wards but all voted (including the Mayor for a 2/3 required majority) as it was likely the best option provided and the deadline for adjust to the new census data was nearing. Options were discussed to let folks know they may now be in a different ward and it is hoped that information can eventually be provided with the city utility bills mailed. Voter will not need to re-register. (see scan of the new ward map below / right). Commisioners Ward: Pam Porter (Ward 1), Bud York (Ward 2), Sherri (Davis) Doolin (Ward 3), and Dee Sink (Ward 4).
11. Discussion and possible action for approval of sale of property located at 13812 N. 113th E. Ave., Collinsville, Oklahoma aka Collinsville Livestock Sales, LLC. -- tabled
12. City Managers

5. Public Works Director
Report. -- Phil Stowell reported on these topics:
* S-Curve Redo Progressing -- 1500ft of new sidewalk poured so far between
19th & 22nd. The contractor's on-site engineer has changed. A January
2012 target to have traffic flowing on the new pavement is stil possible but
ONG work (below) might delay the final completion.
* ONG gas
line ruptures during the construction were blamed on up to 5 foot mis-marking
during line locates (by ONG). A supply line will be moved in the 14/15th Street
area to avoid further issues.
* Looking for funding options for Depot Museum / Veterans Buildling potential
repairs.
* Ashbury Park has had 44 additional lots approved.
* 5 residential housing permits recently.
* Don Fifer (city water dept) will likely be out for over a month following
a motor cycle accident / leg injury.
