MEETING

A Special Session of the Collinsville City Commission will be held at 7:15 p.m. on Wednesday, December 8, 2010, at Collinsville City Hall, Commission Chambers, 106 N. 12th Street, Collinsville, Oklahoma.

AGENDA

5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

A. Approval of November # 2 Payroll in the amount of $42,262.02 and December # 1 Payroll in the amount of $40,696.81.
B. Approval of Claims in the amount of $35,309.87.
C. Approval of Minutes of the November 22, 2010 Special Meeting.
D. Approval of Resolution Number 2010-12, authorizing application for Rural Economic Action Plan (REAP) Grant.

6. Discussion and possible action concerning items removed from the Consent Agenda. -- n/a

7. Discussion and possible action for approval of a one-time, lump sum salary increase for personnel. -- approved, a Christmas bonus for city employees totaling $11,565 as budgeted.

8. Discussion and possible action for approval to award 13th Street Parking Bid. -- approved (Jones Plan's low bid of $94,288 for the asphalt option). The property at the NW corner of 13th and Main has been under a long-term (20 year) agreement between Dolton Funeral, First Baptist Church and the City for shared use of the lot. Dolton owns the property; the church paid for the filling station removal; and the city will pay (see item 9 below) for the paving to be done in conjuction with the streetscape phase II project already in progress. 9. Discussion and possible action on the source of funding for improvements to the 13th Street Parking Lot. -- approved, the $94,288 bid (above) will be paid from a projected $1.8 million surplus from the 2009 sales tax increase as a captial improvement similar to the already completed roadway asphalt overlays.

10. Discussion and possible action on Community Cablevision Company sale and transfer of Franchise. -- approved, Dennis Soule (& family), who have managed the company since 1985, are buying the company from the Hamilton family. Mr. Soule stated there were no changes planned that would impact the city franchise.

11. City Managers Report.-- Pam Polk reported on these topics:
* City employee Christmas party 6:30 Thursday
* New city public works director (Phil Stowell) filled in for an absent employee on the city trash truck and ended up with 5-6 stitches in his leg after the driver cut a corner too close and Phil collided with a brick mail box a few days ago.
* Streetscape Phase II target date for "substantial completion" by January 5th is looking to be in doubt but crews are working additional hours. Only 4 weather days have been granted so far.
* Bids for the S-Curve "straightening" are expcted in March 2011 (per INCOG)
* Post Office drop box is now back at the alley (previous coverage)
