June 16, 2008 Rate Increases In Budget |
The
Collinsville City Commission met
Monday June 16th (at the City Hall
Community Room, 106 N 12th Street) for a 7pm regular of the Municipal
Authority & City Commission.

4. CONSENT: All items listed under the Consent Agenda are deemed to be routine
in nature by the governing body and will be approved by one motion of the
governing body. Items on the consent agenda will not be discussed. Any member
desiring to discuss an item may request that it be removed from the Consent
Agenda and placed on the regular agenda. It will then be discussed and considered.
A. Approval of minutes
of June 2, 2008 regular meeting.
B. Approval of disbursements and payroll.

5. Discussion and possible
action on items removed from the Consent Agenda. --

6. City Manager Report -- Pam Polk was absent (medical
emergency in her family)
7. City Attorney Report -- none
8. PUBLIC HEARING - Discussion,
consideration and possible action to approve Fiscal Year 2008-2009 Budget.
-- With the City Manager out of town it was decided
to not take action at this meeting but a brief presentation was made by Lori
Stephens (City Treasurer) and some questions and comments were fielded. Increaseing
fuel prices were stated as the main factor driving increased spending overall.
Upon question it was stated that: No city jobs or services would be cut. City
employees would typically receive a 4% increase after no raises last year.
Rates charges for nearly every city service would be raised to meet the proposed
budget. There was no specific ice storm budget item. The proposed budget summary
page (~$9.2 million total ) is shown to the right -->
9. Consideration of any new business, which can be considered an emergency, to come before the Collinsville Municipal Authority not known about or which could not have been reasonably anticipated at the time of posting this agenda. -- none

4. Discussion and possible action on items removed from the Consent Agenda. -- n/a
5. PUBLIC HEARING - Discussion, consideration and possible action concerning Fiscal Year 2008-2009 Budget. -- no action ... but some discussion and question answered ... will continue after City Manager returns. Essentially same comments as budget item above under CMA. Additional discussion on more closely monitoring the use of city vehicles in all deoartments. ~$30K in new budget for police dept fuel (actual in 2006 was ~$22K). City expects to advertise for signups (yearly fee) for city ambulance service in areas outside city limits but within ambulance district. Recent Tulsa motitorium on shelter animal killings for other cities will likely lead to more expensive alternatives for Collinsville. The public hearing will continue. [Saturday 6/21 update: Just spotted a special session CMA agenda posted for Monday June 23rd 6pm to consider the budget.]
6. Discussion, consideration and possible action on approval of conduit financing Agreement between Collinsville Economic Development Authority and the Collinsville School System. -- No action taken (no school representative present). This will likely continue with special sessions by both Development Authority and Commission. (Previous Coverage)
7. Discussion, consideration and possible action for a moratorium on exterior ribbed metal buildings in commercial district. -- Another 90 day moritorium was approved after a lengthy discussion. The initial moritorium began in Feb 2008 with hopes of quickly approving an ordinance with more specific limits on ribbed metal buildings. Agreeable wording of an ordinance capturing the intent of what would be allowed and where has yet to surface. The wording will likely eventually limit what brick or other material covering the ribbed metal will be acceptable on what sides (visibility) and in downtown or other appearance districts. With city planner Bob Wolfram's departure a new city planner for Collinsville will be in the hiring process soon. INCOG's Diane Fernandez is filling in part-time for now.
8. Consideration of any new business, which can be considered an emergency, to come before the Collinsville City Commission not known about or which could not have been reasonably anticipated at the time of posting this agenda. -- none, but Downtown Inc. President Brad Francis thanked the city for it's support of the succesfull Hogs 'N' Hot Rods event June 14th.
