All persons interested in attending the Regularly Scheduled School Board Meeting for Collinsville Public Schools, Independent District I-6, should make plans to attend the meeting at the following date, time and place to wit:

Date: December 8, 2008 Monday
Time: 7:00 p.m.
Place: Education Service Center, 1119 W. Broadway Collinsville, OK 74021

The following items will appear on the agenda at the above scheduled meeting to wit:

NOTE: The Board of Education may discuss, vote to approve, vote to disapprove, vote to table or decide not to vote on any item on this agenda.

1) Call to Order and Roll Call of Members.
2) Record of Members Present and Absent. -- (Donna Sears absent)
3) Presentation By The Constituency. -- none
4) Reading of Minutes - November 10, 2008 Regular Meeting. -- approved
5) Approval of Purchase Orders and Payment of Purchase Orders - FY2009 General and Building Funds and All District Funds - Approval of Budgets, Reports Allocations and Investments. -- approved
6) Discussion and Vote to Approve Activity Fund Fundraisers. -- 4 approved
7) Bond Technology Update - Larry Meece. -- Much of the $300K has been used for infrastructure improvements and upgrades. Other specific additions have been made on each campus including ~$100K in Smartboards. Roughly $50 remains at this point and will be used to help fund Collinsville's part of a pilot program (1 of only 4 Okla. schools) with STI. That online system will allow parent and teacher interaction with students assignments and records and grades on a secure system (out-of-state). The system will be required at all schools in a few years and this pilot program participation will greatly reduce Collinsville's overall cost.
8) Vote to Approve Contract with Lodge at Bridle Creek for Spring 2009 Prom. -- approved
9) Resignations: Bill Rule, Athletic Director as of 12/31/08. -- accepted, Bill Rule's letter cited 35 total years in education (at 6 schools) with the last 14 at Collinsville. (After a brief absence Bill will be back to complete the school year as a "retired" employee at a $15K max salary ... see item 11 below. A 60 day absence is required.)

10) Discussion and Vote to Approve School Board Meeting Dates for Calendar Year 2009. -- approved: Jan 12, Feb 9, Mar 9, Apr 9, May 4, Jun 8, July 13, Aug 3, Sep 10, Oct 5, Nov 9, Dec 7, 2009

11) Hiring of Personnel: -- approved
a) Sheila Bliss - CNP 5 hours.
b) 21 Temporary Contracts to Full Year Contracts for FY2009.
c) Bill Rule, Interim Athletic Director, March 2, 2008 to June 30, 2008.

12) Inform Board of 403B IRS Compliance Changes as of 1/1/09. -- a third party administrator is now required for 403-B Employee Annuity investments / deductions (currently American Fidelity)
13) Discussion and Vote to Approve Extra Duty Salary Schedule for School Year 2008-2009. -- approved (a list per activity/sports position with the range of extra duty pay that can be negotiated without further board action)

14) Assistant Superintendent’s Report. -- Terry Due reported on classroom construction progress at CHS and Herald. The steel is up at CHS and roofing is slowed by windy weather. The slab will likely be poured next Monday at Herald. Both are scheduled to be completed by July 1st.
15) Superintendent’s Report. -- Pat Herald discussed the following topics:
* Lower fuel prices are saving the school district now but will likely cause longer term state budget problems with a break even point of about $71 per barrel of oil.
* Will likely make a few inquiries on potential sale of (north) school property but may wait for better economic situation later as builders interest is down.
* The three new nationally certified teachers will be invited to January board meet.

16) Announcements. -- approved
17) New Business: (if any, of an emergency nature or that was not known at the time the agenda was posted). -- Resignation of Sheila Bliss effective Jan 1st and hiring of Norma Sutkin to replace her then was approved.
18) Adjournment.
