The Collinsville City Commission special session Wednesday, Oct. 10th (at the City Hall Community Room, 106 N 12th Street) for a 6pm meeting of the City Commission.

4. Discussion and possible action concerning a resolution and proclamation to call a Special Election in the City of Collinsville, Oklahoma, for the purpose of granting to Oklahoma Natural Gas Company, a division of Oneok, Inc., for a period of twenty-five years, a non-exclusive franchise; calling for and giving notice to the Secretary of the Tulsa County Election Board to conduct said election; providing for hours of the election. -- approved, to remove any future possibility of challange, a second election will be held as the required formal pre-election public notice proclamation was not published due to an error. Steps have been put in place to prevent this error and the city aplogized to ONG (& citizens) for the need to repeat the process. There was press coverage for the first election on this (cvilleok.com) web site as well as the local newspaper but not in the legislated format and schedule. Due to the 25 year length of the franchise the city attorney (& ONG) agreed it would be best to remove any doubt and follow the proper protocol with a second election which will likely be set for Dec. 11, 2007. The vote in the first election was 78-13 (Sept. 11th) in favor of the new ONG franchise.

5. Discussion and possible action concerning a resolution and proclamation to call a Special Election in the City of Collinsville, Oklahoma, for the purpose of the levy and collection of a 5% lodging tax applicable to hotels and motels within the City of Collinsville, Tulsa County, Oklahoma. -- approved, City Manager Pam Polk stated that this would not have been brought forward for a standalone election, but with the re-vote for ONG this was ready to be put to a vote before any hotels or motels came to Collinsville. When asked if this tax would apply to (smaller) bed & breakfast establishments the answer was given that it would rely on the Oklahoma Tax Commission's classification for a given business to determine if it the tax was appropriate. Again the likely election date will be Dec. 11th.
