All persons interested in attending the Regularly Scheduled School Board Meeting for Collinsville Public Schools, Independent District I-6, should make plans to attend the meeting at the following date, time and place to wit: Date: Monday July 16, 2007 -- Time: 7:00 p.m.
Place: Education Service Center, 1119 West Broadway, Collinsville OK 74021

1) Call to Order and Roll Call of Members.
2) Record of Members Present and Absent. -- all present
3) Presentation by the Constituency.
4) Reading of Minutes - June 4, 2007 Regular Meeting and June 26, 2007 Special Meeting.
5) Approval of Purchase Orders and Payment of Purchase Orders - FY2008 General, Building Funds and FY2007 General and Building Fund Reserves and All District Funds - Approval of Budgets, Reports, Allocations and Investments.
6) Discussion and Vote to Approve Activity Fund Fund-raisers.
7) Discussion and Vote to Join or Not Join OSSBA for FY2008.

8) Discussion and Vote to Approve District I-6 Three (3) Year Technology Plan for 2007-2010. -- approved
9) Discussion and Vote to Declare Surplus and No Longer Needed, Property at 1010 West Oak Street. -- approved -- (i.e. the old ECC Church building) -- several potential buyers have already expressed an interest in the property. The property will likely be sold via sealed bids, but the school's attorney will be contacted first to define the process.

15) Assistant Superintendent's Report. -- Terry Due's report:

  • Early Childhood Center (ECC) nearing completion
    • final prep on floor today before tile starts tomorrow
    • north wings 95% complete ... south portion less complete
    • meet soon with Architect and builder to set the move-in date. Latest date discussed had been July 25th for furniture move-in and a day later for teachers.
    • may enlarge playground area
    • ECC breakfast will be delivered from Herald kitchen
    • ECC lunch will be delivered from Wilson kitchen
    • ECC kitchen was not a part of the bond issue saving between $650K to a million.
    • Full-day kindergarten will be offerred to all. Getting some students from Owasso which does not have full-day available to all kindergarten students.
    • Bus loop / parent pick-up area changes at Herald/ECC will be finalized and sent to parents via flyers.
  • Track Repaired
    • School personnel inspected repaired track today and were pleased with improvement since last report
    • The architects will inspect soon before final acceptance decision
    • Glue added under some trouble spots then sealed
    • Only one location holding water and additional drainage will be added there.


16) Superintendent's Report.
-- Pat Herald's report:

  • Certified teacher contract negotiations are in progress
  • Support staff contract also in negotiations with a request for a 5% raise
  • The remainder of Pat's discussion gave the board members an overview of anticipated budget issues for the upcoming school year ... including possible state funding and unfunded mandates. With ~2300 students Collinsville remains the fastest growing Oklahoma school district (percentage wise).
  • An additional nurse will be hired. The school hopes to improve preventative health issues.

17) Announcements.

  • Principal Cory Slagle gave a report on 4 CHS teachers working on their masters including studies they had conducted at CHS. One (by Dale Harp) offered a possible solution to the shortage of lunch time with the addition of a third (25 minute) lunch period based on geographic location of classrooms at CHS.

  • Elizabeth Campbell hired ... will take special ed test in Sept.
