INTRODUCTION/ABSTRACT

The City of Collinsville is interested in converting utility/light duty fleet vehicles to Alternative Fuel Vehicles (AFVs) over the next 3-5 years. The acquisition of one (1) AFV sedan to be used by the building inspector/code officer will allow City officials to:

· Investigate the feasibility and reliability of the technology of AFVs
· Document fuel savings and reliability to City Line Departments
· Provide a highly visibility to the effort as a means to promote community-wide awareness and acceptance of AFV Technology
· Promote awareness of the relationship of AFVs and regional air quality

The City of Collinsville will utilize local e-news and printed news media to promote the AFV. See www.cvilleok.com for the primary source of information in the City of Collinsville. SCOPE OF WORK

The introduction of an AFV into the Collinsville fleet will, initially, likely be seen as a curiosity. During the first 6 months the advantages of the vehicle for short trips related to the building inspection and code enforcement function related to fuel efficiency with reduction of auto emissions will be publicized in the local media and within line departments of the city to include:
· Utility services-meter reader
· Water/wastewater treatment
· Street maintenance

The current Chrysler Van used for building inspection/code enforcement has a fuel efficiency of 18 mpg and is driven entirely in-town for inspections logging approximately 15,000 miles with 1,000 gallons of fuel. With new housing additions coming on line in outlaying areas within the Collinsville Fenceline, it is estimated that vehicle usage/mileage will increase by 35% in FY 2006 and by 50% during FY 2007 (over the base use of FY 2005). The Chrysler vehicle will be removed from the fleet following the commencement of use of the AFV.

Estimated fuel savings in the first year of operation will be 500 gallons with years 2 and 3 producing a fuel savings of 750 and 1000 gallons respectively.

Vehicle visibility will be very high given the nature of the building inspection and code enforcement function within the city. The 9 square miles of incorporated area and the 55 miles of "fenceline" areas where the vehicle is customarily driven will provide excellent visibility for the AFV Demonstration Project.

The City of Collinsville has appropriated $8,000 towards a new Toyota AFV in conjunction with this CMAQ RFP. The FY 2006 City Budget approved by the City Commission in June, 2005, included a line-item for the Tulsa Clean Cities CMAQ RFP.

Project Milestones

· October 1, 2005 - Award and delivery of vehicle-City Commission
· November 1, 2005 - Vehicle placed in service with logo/ID/ and operator orientation completed
· November 15, 2005 - News and media information/press release on the AFV Demonstration Project
· April 15, 2006 - Evaluation/report to City Commission on efficiency/serviceability of vehicle and potential positive benefits to fleet
· May 15, 2006 - Media news/press conference with Mayor/City Commission releasing results of evaluation and linking benefits to fuel efficiency and regional air quality.
· June, 2006 - Possible inclusion for additional AFV - light duty trucks in FY 2007 Budget with benefits report - fuel savings and reliability.
· November, 2006 - One year project evaluation - repeat media events extolling benefits of AFVs to City operations in conjunction with dedication of new City Hall Complex.

Interim City Manager Bob Wolfram has submitted this proposal to INCOG and says notification of funding should occur before the end of September. Eight cities have applied for this project.
