The Collinsville City Commission met Monday, April 4th
at 7pm (at the City Hall Annex, 1126 West Main) for the regular meeting of the Municipal Authority and Commission.

II. Roll Call (All Present): Mayor Stan Sallee, Vice Mayor Gail Rogers, Commissioner Pam Porter, Commissioner Melodie Bateman and Commissioner Brad Overholt.

III. CONSENT: All matters under "Consent" are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from consent by request.
1. Approval of Minutes of the Collinsville City Commission Regular Meeting of March 21, 2005 and Minutes of the Emergency Meeting of March 28, 2005.
2. Approval of disbursements and payroll.
3. Acceptance of water line Permit No. WL0000725050195 for Collinsville High School.
4. Cemetery Deeds

IV.UNFINISHED BUSINESS

1. Discussion and possible action approving Resolution 2005-01 that directs filing and notification of the publication of the 2000, 2001 and 2003 supplements of the Collinsville City Code. (Approved)

2. Discussion and possible action thereon on approving proposal and contracting Auditing Services with Wilson, Dotson and Associates. (Approved) Former City Auditor Jim Rush resigned recently and the transition to a new auditor will require coordination. Rush has apparently billed for a 2004-2005 audit but indicated he did not have working records to provide to the new auditors.

3. Discussion and authorization for staff to advertise for City Manager opening.
(Related Story: Death of Jim Whitlock) The city will run the following ad in publications read by city officials:

The City of Collinsville is accepting applications for the position of city manager. Collinsville is a progressive community of 4,319 and is located 13 miles north of Tulsa. Ideal candidate will have a degree in Public Administration, business or related field with experience as city manager or assistant city manager with municipal finance, budgeting, economic development, electric utility operations, personnel-labor relations background. Collinsville has a statutory Commission - Manager form of government. Collinsville has 70 employees with full-time Police, Fire/EMS departments. Salary will be determined based on qualifications and experience. Applications will be accepted until position filled. 4. PUBLIC HEARING: Discussion and possible approval of Ordinance 760 relating to Corridor and Main Street Theme Appearance District design review policy, process, procedure and guidelines within designated corridors within the City of Collinsville.

5. Discussion and possible approval of Emergency Clause pertaining to Ordinance 760. (Approved)

6. PUBLIC HEARING: Discussion and possible approval of Ordinance 761 relating to Corridor and Main Street Theme Appearance District design review policy, process, procedure and guidelines within designated corridors within the City of Collinsville.

7. Discussion and possible approval of Emergency Clause pertaining to Ordinance 761. (Approved)

8. Discussion and possible action, on a request by Commissioner Bateman, to establish an employee First Aid and CPR training program. (Approved) The acting city manager will coordinate with EMS Director Elizabeth Sullivan to set up voluntary classes for city employees on city time.


IV. EXECUTIVE SESSION

1. Consideration and possible action to go into Executive Session to discuss and possibly take action on the following:

A. Confidential communication with City Attorney regarding pending investigations, proceedings, claims and litigation as allowed by O.S. 25, 307 (b) (4).
