5. Consent Agenda (A-I)
All matters under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from consent by request. A motion to approve the Consent Agenda is non-debatable.

A) Approval of minutes of the June 4, 2018 regular City Commission meeting
B) Approval of Claims in the amount of $32,895.20.
C) Approval of June #1 Payroll in the amount of $50,862.30.
D) Approval to close Main Street from 7th to 15th Streets from 10:30 to 12:30 on Saturday, June 30, 2018 for Annual 4th of July Parade.
E) Approval of Resolution Number 2018-06 authorizing participation in the OMAG Recognition Program.
F) Approval of Budget Amendment #84 $232.50 Fees collected by District Attorney.
G) Approval of Budget Amendment #85 $1,585.55 Balance of Vision 2025 City Plaza Project.
H) Approval of Budget Amendment #86 $40,000 REAP Grant.
I) Approval of Budget Amendment #87 $300,000 Use of Beginning Fund Balance.

Discussion, consideration and possible action to approve Ordinance Number 929, an ordinance accepting, adding and annexing to the City of Collinsville, Tulsa County, Oklahoma, all that certain real estate being more particularly described hereinafter; providing that said real estate shall be part of the City of Collinsville, Oklahoma, and all persons residing therein, if any, and all property situated therein, shall be subject to the jurisdiction, control, laws and ordinances of the City of Collinsville, Oklahoma.

Discussion, consideration and possible action to approve Ordinance Number 930, an ordinance accepting, adding and annexing to the City of Collinsville, Tulsa County, Oklahoma, all that certain real estate being more particularly described hereinafter; providing that said real estate shall be part of the City of Collinsville, Oklahoma, and all persons residing therein, if any, and all property situated therein, shall be subject to the jurisdiction, control, laws and ordinances of the City of Collinsville, Oklahoma.

9. First reading of Ordinance Number 931. -- First read only, not all present for potential emergency declaration

10. Discussion, consideration and possible action to approve Ordinance Number 931, an ordinance accepting, adding and annexing to the City of Collinsville, Tulsa County, Oklahoma, all that certain real estate being more particularly described hereinafter; providing that said real estate shall be part of the City of Collinsville, Oklahoma, and all persons residing therein, if any, and all property situated therein, shall be subject to the jurisdiction, control, laws and ordinances of the City of Collinsville, Oklahoma; direction notification, and declaring an emergency.

11. Discussion, consideration and possible action declaring Ordinance Number 931 an emergency for the purpose of preserving the public health, safety and/or peace making it effective immediately.

12. Discussion, consideration and possible action to approve Resolution Number 2018-07, a resolution to request Programming of Tulsa Urbanized Area Transportation Alternative Funds for City Park entrance on 19th Street. -- Approved, after years of trying to get improvements on 19th from Main St. to the park entrance, this alternative grant application ($750K max grant and requiring additional partial match) might allow for widening the road, improving drainage and adding sidewalks and bike lanes. The grant application is due June 29th and results by September. ~1/3 mile. (Trail connection to Main St. would link to Skiatook Trail to Tulsa via future sidewalks planned in Highway 20 widening project)

13. Discussion, consideration and possible action to approve Resolution Number 2018-08, a resolution to request Programming of Tulsa Urbanized Area Transportation Alternative Funds for engineering to help develop a trail plan that will connect with the “Connected 2045” with the City Lake Trail. -- Approved, engineering services only for connecting City Lake Trails to 5th andBroadway. Possible grant for funding would be ~$75K max of esrimated $95K cost. Link to Owasso/Tulsa Co. trail?

14. Review of Abatement at property located at 919 W. Broadway. -- Followup to Nov. 20, 2017 commission discussion on code & fire issues inside and outside at Hyatt Appliance. Some cleanup has occurred but not enough to side satisfy code enforcement or fire department. Will provide another written notice before potential action at 2nd July commission meet (hearing) to likely clear the area and charge for that action and potential lien if not paid.
