5. Consent: All matters under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from consent by request. A motion to approve the Consent Agenda is non-debatable.

--A. Approval of Minutes from June 20, 2016 Regular Meeting.
--B. Approval of Claims in the amount of $9,356.49.
--C. Approval of June 24, 2016 Payroll in the amount of $45,455.46.
--D. Approval of Cemetery Deeds: Jack & Connie Plumlee-2 spaces; Deona Garvell-1 space.
--E. Approval of Mutual Aid Agreement between the City of Skiatook and the City of Collinsville.
--F. Approval of Mutual Aid Agreement between the City of Owasso and the City of Collinsville.

* Collinsville Downtown Inc.

-- New Interim Program Manager Kimberly Miller ... still in training ...
* Hogs N Hot Rods successful
* Met with Stan Sallee promoting back door access to improve parking
* Several new businesses on Main ... including: Cake Lady, Double Darling, Dobbins Law, Mission Nutrition, and Drum Store (by Crown). Cardinal Corner is hoping to be open by end of July ... liquor store is moving from across the street and other portion will be convenience store ... associated with Millers.

* Collinsville Park Board

-- Adam Steidley
* Thanked commission for renewing his board membership
* Sand Volleyball court completed
* Focus on "fewer topics" starting with 1) speed bumps in park to slow speeders and 2) Trail lighting ... equipment in storage for years waiting for installation by city
* Lake Trail is new city asset ... more work to be done including parking ... hoping for Cherokee Nation grant
* 19th Street bridge replacement will improve pedestrian access to the park
* Park Board is short one member at present
* City Manager Pam Polk also pointed out Adam's planned "Leadville 100 Foot Race" to support Arubah Clinic
* Pam also mentioned that the 19th Street closure (for bridge replacement) would increase the need for park speed bumps as more traffic would use the park as a bypass

* Police Chief Jimmie Richey

* Busy June (& quarter)
* 29 booked into Jail (in past 3 months)
* 18 accidents (5 injuries)
* 343 traffic contacts
* Captain Daniel Boggs retired 5/31 ... still working to fill that vacancy
* Sgt. Matt Burk promoted to Captain
* Written test for two competing to fill the Sgt. post
* Looking to hire one more officer (10 passed initial test, backgrounds check now before hire decision)
* Cherokee Nation grant for 3 first responder medical devices (shock/counter)

* Fire Chief Russell Young

* 60 fire runs
* 490 EMS Runs
* Bart Schultheiss/Safeco $200 helped with tornado presentation at Cardinal Heights
* Community Church - Firefighter Appreciation
* Cherokee Nation grant
* Have turned on tornato sirens a few times already

* Code Enforcement Officer Thomas Grimsley

--Thomas Grimsley has been doing double duty as Animal Control Officer and his new role as code enforcement officer
* ~40 door hanger notices ... mostly mowing issues
* 18 letters ... 9 still in progress

8. Discussion and possible action to adopt Ordinance Number 903, an ordinance relating to parks, recreation and cultural affairs, Part 2, Chapter 38, Article 4 City Lake, revising and replacing section 38-109 penalty, providing for severability, repealing all ordinances in conflict herewith and declaring an effective date. -- Approved (with yes votes by Francis and Bateman, and a no vote by Garrett). This was a re-do after a previous approval which was found to have an incorrect paragraph number in the ordinance wording. The net effect now allows non-motorized boats at City Lake (canoes and kayaks for example) while still prohibiting motorized boats there.

9. First Reading of Ordinance Number 904. -- First reading only (with not all commissioners present for potential emergency declaration). The Smalyago development on 12th Street (across the creek from the Day Care) would be changing from individual homes to apartments. Would still be vacating alleyway started in previous city action.

10. Discussion and possible action to adopt Ordinance Number 904, an ordinance amending Ordinance 606, The Zoning Code of the City of Collinsville, Oklahoma, by approving CZ-193; repealing all ordinances in conflict herewith; and declaring an emergency. -- no action

11. Discussion and possible action declaring Ordinance Number 904 an emergency for the purpose of preserving the public health, safety and/or peace making it effective immediately upon passage and publication. -- no action

12. First Reading of Ordinance Number 905. -- First reading only (with not all commissioners present for potential emergency declaration). NW corner of Walnut and 15th (1302 W. Walnut). Planning Commission already had public hearing and approved detached single housing. The density (with smaller lots and more units) is the proposed change ... but still individual units ... not apartments.

13. Discussion and possible action to adopt Ordinance Number 905, an ordinance amending Ordinance 606, The Zoning Code of the City of Collinsville, Oklahoma, by approving CZ-194; repealing all ordinances in conflict herewith; and declaring an emergency. -- no action

14. Discussion and possible action declaring Ordinance Number 905 an emergency for the purpose of preserving the public health, safety and/or peace making it effective immediately upon passage and publication. -- no action

15. City Manager’s Report. -- Pam Polk reported on these topics:
* High winds / storm Thursday June 30th
-- knocked down trees and power lines ... great job by electrical (& all city) departments
-- limbs -- working to get old dump site ready at 156th street -- will release info soon ... likely Thurs-Fri-Sat free with ID
* Summer movies on Plaza are done ... final night was after storm
* Independence Day Activities (Sat. July 2nd)
-- Parade was well attended ... ~30 entries plus many kid bikers
-- Park celebration ... lots of fun -- Thank You to GRDA for Fireworks show sponsorship
* Guns and Hoses Blood Drive Thursday July 7th
* Chamber's City/County Employee Appreciation Thursday at Veterans Building
* No parking meters planned despire rumors

5. Public Works Director’s Report. -- Phil Stowell reported on these topics:
* Storm June 30th - kept city crews busy for 26 straight hours
* Bridge replacements (~130 day project)
* Removing lagoon sludge project is underway (about 280,000 gallons per day) ... moving to nearby field
* New waste water superintendent (Gruben?) for past few months
* PLC controller repair hopefully soon ... as have been manually controlling pumps since previous flood damaged controller.
* Mowing hampered by cancel of inmate program ... interview now for local contractors instead
* New fiscal year underway (July 1st)
