4. Roll Call. -- Present (Garrett, York, Bateman & Francis) + Absent (Shafer)

5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under Consent are considered to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

--A. Approval of Minutes from February 1, 2016 Regular Meeting.
--B. Approval of Minutes from February 3, 2016 Special Meeting.
--C. Approval of Claims in the amount of $120,555.72.
--D. Approval of February 5, 2016 Payroll in the amount of $44,583.85.
--E. Approval of Budget Amendment # 30, $385 for Bullet Proof Vest Grant Reimbursement.
--F. Approval of Budget Amendment # 31, $80.99 for Office Supply Refund/Overpayment.
--G. Approval of Cemetery Deeds for: David Boardman – 1 space; Rachel Borgsmiller – 1 space; Billy and/or Tambi Hobbs, III – 2 space; Roy Hobbs – 2 spaces.

6. Discussion and possible action concerning items removed from the Consent Agenda.

7. Presentation of FFA Week Proclamation to Collinsville FFA Organization. -- The city has joined the nation in honoring the FFA by declaring FFA Week here Feb. 20-27. (Check back for an additional page with local FFA Week activities and the FFA students attending the Feb. 16th City Commission meeting).

8. Discussion and possible action to adopt Ordinance Number 898, an Ordinance of the City of Collinsville, Oklahoma, relating to the imposition of a fifty five one hundredths of one percent (0.55%) excise tax (sales tax), in addition to all present city, county, and state excise taxes, to be levied upon the gross proceeds or gross receipts derived from all sales taxable under the Oklahoma Sales Tax Code; providing that the proceeds of said tax are to be used to fund capital expenditures benefiting the city; including, but not limited to, streets, roads and bridges and other capital expenditures; providing for the effective date of said excise tax; providing for amendments to this ordinance; providing for severability of provisions; and declaring an emergency; and containing other provisions related thereto. -- Approved? (Bateman and Francis yes + Garrett no) which is not a majority of the full commission. Will be before the voters in April.

9. First reading of Ordinance Number 894. -- No action other than first reading ... as an emergency can't be declared without the full commission all voting in favor. Followup on small Smalygo development south of creek (& daycare) on 12th Street.

10. Discussion and possible action to adopt Ordinance Number 894, an Ordinance closing a portion of the public alley located in Section 29, Township 22 North, Range 14 East, City of Collinsville, Tulsa County, Oklahoma, according to the US Government survey thereof, said tract of land being more particularly described hereinafter, and retaining the rights of any holder of a franchise or others determined by the governing body to have a special right or privilege granted by ordinance or legislative enactment to maintain their existing utilities, and retaining the absolute right to reopen the portion of the public roadway without expense to the municipality. -- skipped

11. Discussion and possible action declaring Ordinance Number 894 an emergency for the purpose of preserving the public health, safety and/or peace making it effective immediately upon passage and publication. -- skipped

12. PUBLIC HEARING to determine whether or not the structure on the property located at 611 West Main, Collinsville Oklahoma described as Lot 11, Block 2, Fair Acres, Addition, is in need of repairs, is dilapidated, is uninhabitable, is a hazard to the health, safety and welfare of the general public or otherwise constitutes a nuisance which should be abated. -- Notice was posted Jan. 21st and certified letter accepted by Susan Pratt. Staff recommends tearing it down. No public comments.

13. Discussion and possible action to declare the property located at 611 West Main a nuisance and for abatement of the nuisance by removal of the buildings and structures on the property and setting a time for the commencement and completion of the work. --Approved. Cost of removal will be a lien on the property. Will ask for 3 bids to keep cost low. Staff will determine time frame for removal.

14. City Manager’s Report. -- Pam Polk reported on these topics:
* Volunteers will be working on the trail at City Lake feb. 20 & 27. Planet Sub fundraiser (20% to trail) from 4-9pm that week Feb. 20-27.
* Expect first newsletter the first week in March
* Highway 20 meeting Feb. 22nd 1:15pm at ODOT Headquarters (off Hwy 169 near 36th St N). Collinsville wants sidewalks (along the new Highway20) all the way to Highway 75 ... that were removed from the original plan. Several letters have been written.
* Staff meeting with architects (next Tuesday) on plans for 2 plazas and city parking lot. (to be funded with Vision $s)

5. Public Work Director’s Report. -- Phil Stowell reported on these topics:
* Legion Building Progress
-- painting interior, grid in for ceiling tiles, irrigation system, Expect finalcompletion by March 14th.
* Gate is final step to completing new lagoon systemfor water treatment
* 6 bids reveived for sludge removal at old lagoon (ranging from ~$224K to $359K)
* Blackjack Creek sewer system now online ... still need one manhole fixed
