Two Quick items from the Nov. 2nd City Commission Meeting (with more details later) -- Ted 6:15pm 11/2/2015
1) Mayor York challenges everyone in Collinsville to make the Nov. 11th Veterans Day Parade the biggest and best ever ... by coming out to support our veterans ... and to get involved in on-going efforts
2) There will be a town hall meeting (7pm Nov. 12) at the middle school for parents and merchants to discuss recent concerns with after school kids in the downtown area - per Police Chief Richey

1. Call to Order.

2. Invocation.

3. Flag Salute.

4. Roll Call. -- Present (Garrett, York, Bateman, Francis) + Absent (Shafer)

5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under Consent are considered to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

--A. Approval of Minutes from October 19, 2015 Regular Meeting.
--B. Approval of Claims in the amount of $61,941.26.
--C. Approval of October 30, 2015 Payroll in the amount of $59,804.34.
--D. Approval to close Main Street from 5th to 15th Streets from 11:00 a.m.to 1:00 p.m. on Saturday, December 12, 2015 for the annual Christmas Parade.

6. Discussion and possible action concerning items removed from the Consent Agenda. -- n/a

7. Discussion and possible action relating to closing a portion of the Public Alley in the general location of North and East of the Northeast corner of 12th Street and West Plum Street. -- Approved, (see previous discussion: July 6 item 9) ... city will retain easements in new development by Kyle Smalygo ... across the creek from the daycare.

8. Discussion and possible action to approve Ordinance Number 894, an Ordinance closing a portion of the public alley located in section 29, Township 22 North, range 14 East, City of Collinsville, Tulsa County, Oklahoma, according to the U.S. Government survey thereof, said tract of land being more particularly described hereinafter, and retaining the rights of any holder of a franchise or others determined by the governing body to have a special right or privilege granted by ordinance or legislative enactment to maintain their existing utilities, and retaining the absolute right to reopen the portion of the public roadway without expense to the municipality. -- Approved (continuation of item 7)

9. City Manager’s Report. -- Pam Polk reported on these topics:
* Application in for CertifiedHealthy Communityand includes 2 local businesses ... inhopes of $25K for city lake trail
* Tony Boone (trail architect) will be at city lake to inspect the area of the porposed bike trail at city lake to beginhis design process (expected to cost $5K).
* City Hall will be closed Nov. 11 -- Veterans Day Parade begins at 11am -- hoping to increace participation in the paradeand school related veterans activities
* Have been working on issues with after school kids downtown ... Police have talked to kids at school... met with pastors ... parent/merchants "townhall" meeting set for 7pm Nov 12th at MIddle school
* New graveyard fence waiting on Vision 2015 funding
* Successful "Just Treat" CDI Halloween event ...just wish more merchants involved

3. Consideration and possible action relating to a request for Trustee approval of the Consent Agenda. All matters listed under Consent are considered to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

--A. Approval of Minutes from October 19, 2015 Regular Meeting.
--B. Approval of Claims in the amount of $71,835.88.
--C. Approval of October 31, 2015 Payroll in the amount of $33,613.23.

4. Discussion, consideration and possible action concerning items removed from the Consent Agenda. -- n/a

5. Discussion and possible action to declare old water and electric meters as surplus. -- Approved, for recently replaced meters (~2900 electric and 2117 water) ... expect brass salvage for water meters but not much for electric meters.

6. Public Work Director’s Report. -- Phil Stowell reported on these topics:
* American Legion (Veterans) building remodeling should be completed by February 2016
-- drywall now -- onsite meeting Tuesday with contractor and city
* City water treatment lagoon project (near city lake): -- north cell done and is filled. South cell still in progress. Last part of project is to remove sludge from original city lake setting basin (working deal with land owner to move it there to save longer move expenses).
* Blackjack water and sewer project slow going (20 foot depth at one point) to lift station.
