4. Roll Call. -- all present: Garrett, Shafer, York, Bateman, & Francis

5. Consent Agendal. -- Approved

6. First Reading (only) for Ordinance 883 with effective date of July 1, 2015 -- this doesn't change the water rate paid ... but does change the billing calculation basis from 1000's of gallons to single gallons ... made possible when the new automated meters are installed. The commmission will need to approve this at a future meeting after ordinance publications. The July 1 date was selected as it was estimated that all of the old water meters would be replaced by then.

7. First Reading (only) for Ordinance 884 ... just like 883 above but for sewer which is billed based on water usage.

No actions on items 8, 9, 11, or 12.

City Manager Pam Polk reported the city crews did a good job with snow removal this week.

--C. Approval of Minutes from February 2, 2015 Regular Meeting.
--D. Approval of Budget Amendment #40 in the amount of $1,714.15 reimbursement for Government & Leadership Conference Administration Department.
--E. Approval of Budget Amendment #41 in the amount of 226.72 State Building Code Fees collected December 2014 through January 2015 Code Enforcement Department.
--F. Approval of Budget Amendment #42 in the amount of $20,269 Music Downtown Non-Departmental.
--G. Approval of lump sum retirement payment from Oklahoma Municipal Retirement Fund to Henry Parks.
--H. Approval of Resolution 2015-03 approving participation in the Municipal Electric Systems of Oklahoma’s Mutual Aid Agreement.
-- Approved, with correction to minutes to 2.48% interest rate

4. Discussion, consideration and possible action concerning items removed from the Consent Agenda. -- n/a

5. Discussion, consideration and possible action to award bid on Blackjack Creek Utility Extension Project to the low bid from Cherokee Pride in the amount of $929,371. -- Approved -- The low bid of 7 received for water and service extension into this area ... including a lift station, 15 in sewer lines, and 8 inch water lines.
