Meeting for Collinsville Public Schools, Independent District I-6, should
make plans to attend the meeting at the following date, time and place
to wit:

1) Call to Order and Roll Call of Members.
2) Record of Members Present and Absent. --

4) Consent Agenda: Discussion and Vote to Approve Items #1-
#3 of the Consent Agenda:
-- 1) Approval of the November 3, 2014 Regular Board Meeting Minutes.

FY2015 General and Building Funds, All District Funds Approval
of Budgets, Reports, Allocations and Investments.

5) Updates on Building Projects- Brewer Construction --
Upper Elementary and High School Projects both going well. Gas connected
at Upper Elementary and will have heat by next week. Mud & tape
in classroom wing. Expect to have rest of building enclosed in next
few weeks. About half done with curb and gutter. Will bid asphalt
in January. Low petroleum prices should help those bids. At the high
school concrete poured in old chorus room. Graded in prep for slab
pour under new gym in about a week.
6) Updates on Building Projects- The Stacy Group --
Mike Stacy provided color board for upper elementary. He expects to
deliver one for the high school soon.
7) Administration Report-Arlin Stacy- Herald Principal --
Also reports by Jenni Hurd (Herald Counselor) and Jennifer Salley
(Herald Dean of Students). Among the many topics discussed were positive
behavior incentives, movie night for the parents and students, partner
teachers to help 4/5th graders prepare for multiple teachers in middle
school, better utilization of test results to improve future instruction
to individual students. Principal Stacy presented a humorus multi-personality
video about stats and details but finished with the thought the individual
students and teachers are more important than those details.
8) Vote to Approve Changes to the Collinsville Board of Education
Policy Book. -- Approved, 2 "state required"
additions to teacher evaluation procedures
9) Discussion and Vote to Approve Collinsville Public Schools Receiving
Agents. -- Approved, auditor requested to help
insure those signing for packages received weren't the same as those
authorizing the purchases.
10) Discussion and Vote to Approve Sanctioning of Collinsville Booster
Clubs and PTOs. -- Approved, the last two that
missed the previous bunch approved (Wilson and ECC PTO's)
11) Discussion and Vote to Approve AIDS Curriculum and Update.
-- Approved, will be presented to 7th and 10th graders ... the same
as in past years.
12) Proposed Executive Session to Discuss the employment, hiring,
appointment, promotion, demotion disciplining or resignation of certified
or classified staff, Pursuant to Section 25 O.S. § 307 (B)(1)
of the Open Meeting Law, so that the Board may return to open session
to take action on certified or classified staff.
13) Vote to Convene in Executive Session.

2015. -- Approved, will be mostly 2nd Mondays
meets except October (1st Monday).
19) Discussion and Vote to Approve the District Lawn Bids for 2015.
-- Approved, the low bid (by over $7K difference)
of Thrifty (operated by Michael Pitts - CHS
2008) over the exiting excellent lawn service provided by Steve
Branen. Pitts' bid was ~$51K + fertilizer cost -vs- Branen's ~$58K
bid + fertilizer costs.
20) Directors Report.
* Julie Crutchfield
commented on COSA/ASPO training
* Cara Jones commented on testing and teacher evaluations ... with
a summary that "things are better this year"
* Andrea Reser -- excited about a new cooperative bid process with
multiple school districts working together to lower commodies costs.
Expects first bid back in February 2015.
* Jim Riley commented on continued activities successes & transportation
planning software being evaluated
21) Superintendents Report. -- Lance West
commented on these topics:
* the district continues to meet the goal of "living within our
means"
* revenues down about 1% compared to last year
* changes in payroll (after policy changes) have leveled out ...will
be more predictible now
* "no place else to cut" (for example about 700 purchase
orders by this time last year compared to about 300 this year)
* will have an additional 77,000 more square feet to heat/cool next
year after construction
* need state to come through with funding (now 3A sized budget for
a 5A school)
* proud of our people and their efforts to continue with high quality
efforts/results despite cuts
* subbing for teachers gives him greater appreciation for their efforts
* congratulations to Memory Ostrander and Kevin Morrison (unopposed
for new school board terms) who have chosen to remain a "part
of the team"
* Title II meetings - professional development - CEA (Collinsville
Education Association)
* Phase I planning for logistics of moving students and teachers to
different building before the start of the next school year ... some
will start in April for all to complete by August
-- Alt Ed will be in back two Wilson buildings (plus 1st + 2nd + 4th
+ 5th + 6th relocating)
-- Not hiring a new principal ... but Dale Harp (now at the middle
school) will head the administration team there (~270 students). Principal
Cheryl Hunt to Herald and Arlin Stacy to Upper Elementary.
-- Hope to have new bus routes planned by April to let parents know
for planning over the summer
-- "we are adding building ... but have the same number of kids"
... can't let spending increase
* condolences to School Board President Steve Stout who Dad's funeral
was earlier in the day
