All persons interested in attending the Regular School Board Meeting for Collinsville Public Schools, Independent District I-6, should make plans to attend the meeting at the following date, time and place to wit:

The following items will appear on the agenda at the above scheduled meeting to wit:
NOTE: The Board of Education may discuss, vote to approve, vote to disapprove, vote to table or decide not to vote on any item on this agenda.
1) Call to Order and Roll Call of Members.
2) Record of Members Present and Absent. -- All Present: Stout, Ostrander, Johnson, Morrison, & Reed
3) Requests to Address the Board. -- none
4) Reading of Minutes - July 7, 2014 Meeting and July 29, 2014 -- Approved
5) Approval of Purchase Orders and Payment of Purchase Orders - FY2015 General and Building Funds and FY 2014 General Fund Reserves Building Bond Fund 34, Building Bond Fund 35, Sinking Fund - Approval of Budgets, Reports, Allocations and Investments. -- Approved
6) Updates on Building Projects- Brewer Construction -- Chad Brewer reported on these topics
* Upper Elementary still going well ... other than 8 inches of rain in July ... which drained well
-- UE classroom wing 90% roofed -- most stud/framing installed
-- Might schedule school board visit in October before regular monthly meet
-- Masonary partially up on outside gym walls
* High School Upgrades
-- Track building ... finishing touches .. electricity last week, sidewalks next week, lift station for sewer soon
-- Overhead electrical service now mostly underground thanks to help from City of Collinsville
-- Site work & demolition ready to begin ... expect equipment on site Wednesday Aug 6th
-- remove old slabs first, temp road from highway 20, temp wall inside to keep students from construction / demo areas (saws & jackhammers)
-- general conditions handout for board members for july-Aug-Sept timeframe includes legal ads in Tulsa World at $1800 for one time, temp fence, construction supervision fees,
-- signing contracts Aug 5th ... with holds on alt bids thru October (site/demo work)


7) Updates on Building Projects- The Stacy Group -- expect rest of bid package for actual high school imporovements construction to go out next Tuesday (August 12)

8) Administration Report- Andrea Reser CNP Director --

Collinsville schools will see healthier menus for cafeteria food, snack bars, vending machines, and even fund raisers snacks sold during school hours this year. There will be less calories, fat, sugar, and salt. There will be more dairy, whole grain, fruit and vegetables. New CNP Director Andrea Reser acknowleged it might take a while for students who have grown up on a "junk food" diet to adapt to the changes but it will happen with time ... and even more changes are coming in following years as congressionally mandated changes must be fully implemented by 2022. She said there are some increased cost for the healther food now but it is expected to save in future health care expenses. Another new feature this year will be pizza delivered by Mazzio's to the cafeterias (which will be on whole grain crusts) and allow more choices of toppings than the cheese pizza's cooked in the cafeteria in the past. Pepperoni Pizza is on the menu for August 14th so students will get to try that the first day of school. See additional info on the School's CNP / Menu page.
Note: There can be some menu exceptions for the snack bar / concession stands at events after school hours.

9) Discussion and Vote to Approve Activity Fund Fundraisers -- Approved (7 total)
10) Discussion and Vote to Approve Activity Fund Proposal and Transfers. -- Approved ... trying to consolidate some little used activity accounts
11) The Board to consider and take action on the employment of Stephen L. Smith Corp to assist in preparation and reporting as it pertains to continuing disclosure. -- Approved, to address a Securities & Exchange Commission (SEC) concern with certain financial numbers not being posted to a required (EMMA?) web site for investors. Apparently many banks, school and cities have had this issue recently pointed out to them. The Smith Corp is offering at no cost to the school district to correct this. Also related to item 12 below.
12) Board to consider and take action on a resolution authorizing participation in the Municipalities Continuing Disclosure Cooperation Initiative. -- tabled ... to address legal wording concern
13) Discussion and Vote to Adopt the 2014-2015 School Year Policy of Not Less than 1080 School Hours. -- Approved ... same as past several years ... instead of 180 days basis ... provides greater flexibility with bad weather days
14) Discussion and Vote to Approve the Library Deregulation for 2014-2015. -- Approved, this provides an exception for Collinsville school campuses with a student population that "require" not only a full time librarian but also a half-time assistant. Collinsville (and many other school) have not had that assistant and current funding would not support that this year. The current librarians will be adapting their schedules and locations to meet the full time librarian need at each campus following Karen Rowden's retirement at the middle school.

15) Discussion and Vote to Approve the Deregulation for Teacher Working on Plan 2014-2015. -- Tabled, schedules were just resolved that allowed the teachers needing a plan period to have one.
16) Discussion and Vote to Approve Changes to the Board of Education Policy Book. -- Approved, Added a fee schedule for open records requests in section 2.41.
17) Discussion and Vote to Approve Changes to the High School, Middle School and Elementary Student Handbooks. -- Approved, minor updates only, except the high school which added specific disciplinary "points" for inappropriate computer use
18) Discussion and Vote to Approve Junior Achievement of Oklahoma, Inc. Contract (Biztown) for the 2014-2015 School Year. -- Approved ... for 4th & 5th grade gifted and talented program.
19) Discussion and Vote to Approve the Extra Duty Salary Schedule for 2014-2015 -- Approved ... same as last year

20) Bids and Purchases: -- Approved
--a) Maintenance Supplies Bid FY2014 ... AmSam won on most items
--b) Milk Bids FY2014 ... Highland was the best (again) of 2 bids received
--c) Food Bids FY2014 ... bread bid same as last year / pizza bid by Mazzio's is new this year

24) Superintendent's Report. -- Lance West reported on these topics:
* New teachers report Friday August 8th
* Monday August 11th -- all teachers report (8am at CHS) then meet at specific campuses
* Tuesday August 12th -- 1/2 day teacher professional day ... then Meet The Teacher in evening
* Wednesday August 13th open day ... available to prep classrooms if needed
* Thursday August 14th -- classes begin for students
* Negotiations wrapping up (waiting on member votes) ... but expect step increases for both certified and non-certified employees
* worst ever teacher shortage this summer ... hard to fill most positions ... fewer candidates
* Total payroll should be down about $800K from last year
* $25K life insurance provided for all full-time school employees
* concrete at softball field for wheelchair access
* additional HS flooring upgrades
* State Farm officially getting out of school insurance coverage


25) Announcements.
-- Kelly Hamlin announced that the middle school crossing guard would be moving a block further west on Main St. (from 14th St to 15th) due to the Baptist Church Construction at 14th and Main.

26) New Business: (if any, of an emergency nature or that was not known at the time the agenda was posted)
* Resignation of Sherry Warnock (CHS cashier) was accepted
* Approved -- Hiring of Bethany Ashlock para at MS (CNA with hospital experience)
-- her CNA status will help fill part of the gap left as the resignation of Nurse Brandi Glascock will not be filled
