4. Roll Call -- Absent: Mayor Weaver (Present: Sink, Shafer, York & Francis)
5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

--A. Approval of September # 1 Payroll in the amount of $44,527.82.
--B. Approval of Claims in the amount of $55,998.65.
--C. Approval of Minutes from September 3, 2013 Regular Meeting.

6. Discussion and possible action concerning items removed from the Consent Agenda.

7. Report from Mary Risley with Collinsville Downtown Inc. -- Mary Risley reported on these topics:
* BBQ Cookoff was success ... plan to make it an annual event
* Still working on last minutes details of "Taste of Collinsville" for Sept. 20th
--- 14 restraunats signed up ... hoping for 4 more before Thursday
* Created standing committee to improve Hogs 'N' Rods yearly preparations. Plan to better map out responsibilities.


8. Discussion and possible action to approve Ordinance Number 874, an Ordinance relating to Parks, Recreation and Cultural affairs, Chapter 38, Sections 38-1 through 38-107 repealing those sections and replacing them with Sections 38-1 through 38-103 of the Code of Ordinances of the City of Collinsville, Oklahoma, providing for severability, repealing all Ordinances in conflict therewith, declaring an emergency and effective date.
-- Approved (without the emergency since the full commission was not present). This has been in the works for years to simplify the city ordinances related to the city park and the appointed board that advises the commission on park operations.

9. Consider a motion declaring an emergency on Ordinance Number 874 for preservation of public health, peace and/or safety making it effective immediately. -- N/A

10. City Manager’s Report. -- Pam Polk reported on these topics:
* Oklahoma Municipal League Conference in Tulsa this week will be attended by several city staff
* Caboose dedication (near Depot Museum) immediately following this meeting.

3. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

--B. Approval of Claims in the amount of $440,405.17.
--C. Approval of Minutes September 3, 2013 Regular Meeting.

4. Discussion and possible action concerning items removed from the Consent Agenda. -- N/A

5. Discussion and possible action with respect to selecting the method of financing certain improvements to the Authority’s Water and Electric System. -- Approved, a clarification on the residual pond portion of the ($1.9 million) project approved at a prior meeting. That portion of the project is not eligible for the Oklahoma Water Resources Board (OWRB) funding, so rather than come up with the cash, the (now) ~$554K will be borrowed with 1/2 cent of sales tax revenue pledges as collatoral ... but will be paid with utility revenue

6. Public Work Director’s Report. -- Phil Stowell reported on these topics:
* City electrical dept. hopes to finish supplying the power facilities for the new Cherokee Food Distribution Center. The crewwill then get back to the Ashbury housing project with new homes completing frequently.
* Bids received for the bridge repairs at South St. & 11th ($22K and $31K bids)
* Caboose dedication right after this meet ... city coordinated with Eagle Scout candidate Josh McBlair
