MINUTES OF REGULAR MEETING
MONDAY, AUGUST 19, 2013
The City of Collinsville Commission met in Regular Session on Monday, August 19, 2013 in the Commission Chambers at City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board on Friday, August 16, 2013 at 4:30 p.m.
ITEM 1. Call to Order
Vice Mayor Bud York called the meeting to order at 5:32 p.m.
ITEM 2 Invocation

ITEM 3. Flag Salute
Vice Mayor Bud York led the flag salute.

Motion by Commissioner Francis seconded by Commissioner Shafer to recess the Collinsville City Meeting and go into the Collinsville Municipal Authority Meeting at 5:34 p.m.

ITEM 5. Consent Agenda.
Approval of August # 1
Payroll in the amount of $44,246.73.
Approval of Claims in the amount of $222,170.24.
Approval of Minutes from August 5, 2013 Regular Meeting.
Motion by Commissioner Francis seconded by Commissioner Shafer to approve the consent agenda.

ITEM 6. Discussion, consideration and possible action on items removed from the Consent Agenda.

ITEM 7. Report from Mary Risley with Collinsville Downtown, Inc.
Mary reported that work
has begun on the Taste of Collinsville. The theme this year will be Chews
your own adventure. So far 5 restaurants have committed. It will be
September 19th from 5:30 to 8:00 p.m.
Founders Day will be this weekend, August 24th. Downtown Inc. will be
sponsoring a BBQ Cook-off.
ITEM 8. Discussion and possible action concerning Benjamin Gorham Tort Claim No. 33479-ME.

ITEM 9. Discussion and possible action concerning Pole Rental Agreement.

ITEM 10. Discussion and possible action to approve Ordinance Number 874, an Ordinance relating to Parks, Recreation and Cultural affairs, Chapter 38, Sections 38-1 through 38-107 repealing those sections and replacing them with Sections 38-1 through 38-103 of the Code of Ordinances of the City of Collinsville, Oklahoma, providing for severability, repealing all Ordinances in conflict therewith, declaring an emergency and effective date.

Shafer seconded by Commissioner Francis to post pone this item. A super majority
vote is needed to pass the Ordinance.

ITEM 12. Discussion and possible action to approve Resolution Number 2013-08, a Resolution expressing the intent of the City of Collinsville to participate with the Oklahoma Department of Transportation in certain improvements at the intersection of Highway 75 and Highway 20.
There will be a traffic signal light at Highway 75 and 20. This project will be done when the highway is widened. There is still no official start date. The cities is to pay 25% of the $180,000 project which will be $45,000.
Motion by Commissioner Francis seconded by Commissioner Shafer to approve Resolution Number 1013-08.

ITEM 13. City Managers Report.
Housing reports are 57
to date.
There is still $20,000 remaining in REAP funds that we can use on another
location. May use on 11th street low water bridge.
Street, Park and Cemetery departments of been working over-time to get mowing
caught up.
Tri County Fair and Founders Day is this weekend.
