Commission Meeting
January 16, 2012 Larry Shafer Is New Ward III Commissioner |
The city commission session started Monday with an empty chair (following the Jan. 2nd Sherri Doolin resignation) but ended with all seats filled. Larry Shafer was approved on agenda item 8 (below) and was sworn in to complete the remaining items on the agenda and also fill the Ward III seat until a new commissioner is elected (March) and sworn in (May). The filing period for 3 commission seats and the mayor's position is Feb. 6-7-8, 2012. 7) Mary Risley (Collinsville Downtown Inc) report:
** budget updates
** PayPal set up for this year's Hogs 'N' Hor Rods vendor / entry fees.
** Required National Main Street training in Baltimore (April 1st) costs $2500
8) Approved -- Larry Shafer to fill Ward III commission role until the commissioner
elected (in March) is swown in (in May). Larry will give up his seat on the
park board to join the commission. Larry is employed by a recycling firm,
had been employed by a local bank, and is a
former president of the Collinsville Chamber of Commerce.
9) Cemetery fence -- Tabled. Public Works Director Phil Stowell has been gathering
pricing information for upgrading the fence & gates on the east and north
side of Ridgelawn. Two grades of fence have been estimated (6 ft tall):
--1) lap coated vinyl chain link 6ft tall (east ~$2K for 1200-1300 ft) &
(north ~$16K for 987 feet)
--2) a higher grade fence (east $63K) & (north $40K).
The current fence is 4 feet tall. The commission took no action and asked
that pricing for some stone pillars and other options also be explored. In
response to a question on future Highway 20 lane expansion impacts ... it
was stated that ODOT indicated the cemetery would not be impacted with expansion
going to the north near the cemetery and was also considered in the recent
sewer line construction past the cemetery on its way toward Highway 75.
10) City Attorney (Ken Underwood) reported the police department would soon
be selling off unclaimed property (mostly bicycles) with the proper orders
now in place. The sale will be advertised soon.
11) City Manager (Pam Polk) reported several events reception in near furure
including: Jan 19 INCOG & CTAG at OU-Tulsa; Jan 28 Collinsville Chamber
banquet (city has two tables); A street naming dedication in Owasso for Christopher
Horton Jan 28th 2pm, ; Tobacco Free Colalition Jan 24th.
12) No new business.

5) City Public Works Director Phil Stowell reportedon these topics:
** Pleasant mild weather elping with S-Curve construction. Switch to northern
set of lanes likely in about 2 and a half weeks. May 1st is new target date
for substantial completion.
** Police station facade work going smoothly.
** New feed store construction (~5000 sq ft.) progressing with city utility
work also
** Commissioner Bud York asked if there was a plan for repair of damage due
the extra load on the detour streets. It is the city's opinion the repairs
would be done by the contractor (Paragon).
6) No new business.
