All persons interested in attending the Regularly Scheduled School Board Meeting for Collinsville Public Schools, Independent District I-6, should make plans to attend the meeting at the following date, time and place to wit:

Date: December 7, 2009 -- Time: 7:00 p.m.
Place: Education Service Center, 1119 W. Broadway Collinsville, OK 74021

The following items will appear on the agenda at the above scheduled meeting to wit: NOTE: The Board of Education may discuss, vote to approve, vote to disapprove, vote to table or decide not to vote on any item on this agenda.
1) Call to Order and Roll Call of Members. -- all present
2) Record of Members Present and Absent.
3) Presentation By The Constituency. -- Rep. Earl Sears spoke briefly on the state funding downturn that is under-funding state education. Sears left the Collinsville Board meeting heading for Oklahoma City and two days of budget meetings and the possibility of a special session before the regular session begins in Febuary 2010. Sears said it is his belief the state will use a portion of the "Rainy Day Fund" to help maintain education funding but that there will still a great deal of uncertainty.
4) Reading of Minutes - November 9, 2009 Regular Meeting. -- approved

I switched over to the concurrent city commission meet at this point so have no results for agenda items until after the executive session below. -- Ted Wright

5) Approval of Purchase Orders and Payment of Purchase Orders - FY2010 General and Building Funds, All District Funds - Approval of Budgets, Reports, Allocations and Investments.
6) Discussion and Vote to Approve Activity Fund Fundraisers.
7) Discussion and Vote to Approve Board Meeting Dates for Calendar Year 2010.
8) Declare Surplus and No Longer Needed by the District:
a) 40 Football Helmets and 20 Shoulder Pads from Football Inventory.
9) Resignations:
a) Ashley Farley, MS Math Teacher.
b) Jamie Morgan, HE Special Needs Teacher.
c) Jackie Taile - CNP Cashier, Wilson Elem. 1 Hour Only.
10) Hiring of Personnel:
a) Special Needs Teacher's Assistant MS.
b) Cafeteria Cook CNP.
11) Proposed Executive Session to Discuss Employment and Hiring of Superintendent, Pursuant to Section 307(B)(1)O§, so that the Board May Return to Open Session and Vote to Hire Superintendent of Schools.
12) Vote to Convene in Executive Session.
13) Vote to Acknowledge Return of Board to Open Session.
14) Executive Session Compliance Announcement.

15) Vote to Hire Superintendent of Schools. -- Terry Due was hired by the school board for the school district's top job. Board President Donna Sears stated the board gave the hiring much thought and discussion and were proud to confer the position to the assistant superintendent (for the past 5 years). The contract will be for 2.5 years at a $122.5K salary.


16) Discussion and Vote to Approve Eleven (11) Month Administrator Vacation Day Policy. -- approved, In one of his final official acts Pat Herald recommended the change for administrators (to match a policy already in effect for 11 month support personnel). The change is to take effect starting in July 2010 with the new school year start. The vacation is based on years of service.

17) Discussion and Vote to Approve Special School Board Meeting Date for December 2009. -- no action, after it was determined the extra meeting would not be necessary.

18) Assistant Superintendent's Report. -- Terry Due's final report as assistant:
* Have ordered exterior signs (metal letters) for the Agriculture Education building and the 9th Grade Center.
* Minor leaks in all buildings being worked but improved.
* A potentially unsafe situation in the HS gym will corrected with the purchase and installation of 4 (switch operated) winches/sprokets to replace the side basketball goal lifts which are currently operated by holding a hand drill on a chair for each of the goals.

* False fire alarm signals at Herald Elementary this past weekend have been corrected.

19) Superintendent's Report. -- Pat Herald gave his final report (after 24 years):
* Pat said 2 people had inquired at the school offices (in addition to incumbant Memory Ostranter) in regards to filing for school board post 5 with filing closing Dec. 9th. If all 3 file it would take a 50% majority in February to avoid an April runoff.
* State school funding cutbacks (see Rep. Earl Sears presentation above - item 3) continue to cause uncertainty and concern with expenses being kept as low as possible to prepare. A chart was provided showing funding cuts already in place at $173,863. A projected additional 5% cut would mean $536,365 -or- a 10% cut would be almost a million dollars less to operate the schools (at $984,857) from a ~$9million total budget.

* The city's increased electrical rates were also cited as another budget challenge.

20) Announcements.
* The OSSAA football playoff game hosted here was a success
(Cascia Hall -vs- Sequoyah) Nov. 27th.
* Wilson Elementary will have a McTeacher's night March 9th (at McDonalds)


21) New Business: (if any, of an emergency nature or that was not known at the time the agenda was posted). -- none
