Collinsville Public Schools, Independent District I-6, should make plans to attend
the meeting at the following date, time and place to wit: Date: August 3,
2009 Monday Time: 7:00 p.m. Place: Education Service Center, 1119 W.
Broadway Collinsville, OK 74021 The following items will appear on the agenda
at the above scheduled meeting to wit: NOTE: The Board of Education may discuss,
vote to approve, vote to disapprove, vote to table or decide not to vote
on any item on this agenda. 1) Call to Order and Roll Call of Members. --
all present except Donna Sears 2) Record of Members Present and Absent. 3)
Presentation By The Constituency. 4) Reading of Minutes - July13, 2009 Regular
Meeting. 5) Approval of Purchase Orders and Payment of Purchase Orders - FY2010
General, Building and Building Bond 2009 Funds, FY09 General and Building Reserves,
All District Funds - Approval of Budgets, Reports, Allocations and Investments.
6) Discussion and Vote to Approve Activity Fund Fundraisers.

I missed the first 6 items above while attending the concurrent city
commission meet -- Ted 7) Discussion and Vote to Accept Bids and
Purchases: a) Transportation Insurance Bid for FY2010. --
State Farm bid (only one received, ~$28.5K) appected ... acutally ~$2K lower than
last year. b) Paper Bid for FY2010. -- accepted
low bid from Ohio firm with contingency to switch to next lower (local) bid if
required August 10th delivery date can't be met. c) Cleaning Services
Bid FY2010. -- only bid (Multiclean) accepted ... have been
cleaning all campuses except CHS the past few years. 8) Discussion
and Vote to Approve Policy Changes for Early Childhood Center, Wilson and Herald
Elementary Schools Handbooks. -- approved: corporal punishment
removed & other minor changes to make each elementary campus have the same
policy. 9) Discussion and Vote to Approve School District Accreditation
and School Improvement Status Report from the State Department of Education. --
approved with no deficiencies. 10) Discussion and Vote on Cost Saving
Measures for 2009-2010 School Year - Field Trip and Transportation Retro to July
1, 2009. -- approved, a 1-year cost saving policy started
last year was extended for another year with no changes. The policy charges activities
(athletic, band, chorus, field trips, etc) for non-required (i.e non-district/OSSAA)
travel beyond an 80-mile radius from Collinsville. 11) Discussion and
Vote to Approve Rental Cost with City of Collinsville for Tennis Court. --
approved, a 1-time $8044 payment to the city as part of the ~$24K surface repair
for the tennis courts in city park which are used by the CHS tennis team (except
for the past 2 years due to the poor condition of the courts). 12)
Discussion and Vote to Adopt a 2009-2010 School Year Policy of Not Less Than 1,080
School Hours. -- approved, this allows more options if extra
snow days cause end of school scheduling issues. 13) Declare Surplus
and No Longer Needed by the District: --- approved
a) Maytag Washer and Dryer. b) Maytag Gas Range. c) Hot Point Gas Range.
14) Resignations: -- approved a) Vickie Sowards

eventually ... will assist with 9th grade girls basketball in afternoons.
16) Pepsi Contract Update - Lance West. -- Lance reported
that he had receiced assurance from Pepsi today that a check for $31K was within
~45 days (pending approval cycle) which represents Collinsville "incentive
payments" for the past year and a half that Pepsi has not been making. Normal
payments for Pepsi sales had been arriving but not the bonus variety. The yearly
lease on the "Pepsi" building (by the baseball & softball fields)
is ~$30K per year. 17) Discussion and Vote to Approve Bus Driver Salary
Schedule. -- approved, a step raise (totaling about $4.4K
for the 15 drivers) will help keep pace with nearby Owasso which competes for
drivers. 18) Discussion and Vote to Approve 2% Salary Increase for
All Certified Administrators Retro to July 1, 2009. -- approved

Assistant Superintendents Report. -- Terry Due reported
on the following topics: * will signoff 8/4 on "substantial completion"
on the 3 Brewer Construction sites (CHS, Herald & Wilson canopy) * ramps
will be poured 8/4 at track for the new bleachers (~750 seats + handicap) *
storage buildings soon at MS + 2 elementaries * MS gym looks much nicer ...
still working a few issues: bathroom floor surfaces * Memory Ostrander asked
about exterior wording on the new 9th grade center 20) Superintendents
Report. -- Pat Herald reported on the following topics: *
OSSBA State Convention at end of Month (for board members) * new teacher report
Friday Aug. 7th * Soil Management Workforce (i.e old smelter followup) will
be testing selected areas on all school property (just like the rest of the city)
& could be working here for 2 years?. Have done background checks, set policies
and will have badges for school property work ... starting with elementaries first. *
"Extremely low" test results for algebra II are expected to be formally
announced next week. Work has already begun to determine why and will try to correct
the problem ASAP. Corresponding test results for algebra I & geometry were
OK. * "Parent Portal" system will be in limited test mode until January
(hopefully) when more parents will be added after security features are verified.
21) Announcements. -- Dalton Salisbury (wrestling) &
Dalton Rasmussen (football) represented Collinsville well at recent All-State
competitions. -- 161 backpacks of school supplies
collected (& 92 requested so far) from the drive coordinated by Meadowcreek
United Methoduist Church.
22) New Business: (if any, of an emergency
nature or that was not known at the time the agenda was posted). *
Approved, CHS baseball field improvements (fixing ~2 foot dropoff behind shortstop)
were made (removing 17 truckloads of dirt and replacing sod) for ~$6K by local
bid (John Williams). The other two bids were $23-$26K range. * Denise Cook
(CNP retired) hired for part-time (4 hr) custodial work in new part of 9th grade
center. -- approved * Approved agreement
with Tulsa Technology Center (3 new math/science classes available)
