All persons interested in attending the Regularly Scheduled School Board Meeting for Collinsville Public Schools, Independent District I-6, should make plans to attend the meeting at the following date, time and place to wit: Date: Monday Oct. 8, 2007 -- Time: 7:00 p.m.
Place: Education Service Center, 1119 West Broadway, Collinsville OK 74021

1) Call to Order and Roll Call of Members.
2) Record of Members Present and Absent. -- Joe Hampton out of state.
3) Presentation by the Constituency. -- none
4) Reading of Minutes - September 10, 2007 Regular Meeting. --
approved
5) Approval of Purchase Orders and Payment of Purchase Orders - FY2008 General, Building Funds and FY2007 General and Building Fund Reserves and All District Funds - Approval of Budgets, Reports, Allocations and Investments. --
approved (including bill for ~$19K for ~$6K gallons of fuel received today).
6) Discussion and Vote to Approve Activity Fund Fund-raisers. --
approved for FFA and Wilson.

7) Update from Stephen L. Smith Corporation Regarding Future Bond Issues. -- Jordan Smith presented a financial plan for the school district to raise $6 million of usable funds via an $8.9 million school bond issue next spring which would include restructuring the remain $5.5 million from the previous bond issue. This could be accomplished without a tax increase. No action was taken at this meet but after administrator gather cost estimates from architects the setting of priorities for $6 million worth of school projects will likely be discussed at the November board meet to target a March 2008 vote by the school patrons.

8) Discussion and Vote to Approve Assertive Discipline Rules and Consequences for Student Transportation for PreK-5 Grades. --
approved, the board reconfirmed that a bus driver has the same discipline authority as a classroom teacher. The detailed policy will be added to the student handbooks and a copy provided to parents for signature of receipt. A sample of the rules and consequences:

  • Cooperate with the driver
  • Be courteous; use no profane language or gestures.
  • Always remain seated properly - facing the front.
  • Do not be destructive or throw objects OFF/ON the bus.
  • Keep all harmful items (drugs, tobacco, alcohol, weapons, etc.) off the school bus.
  • Help keep the school bus clean.
  • Keep your hands and feet inside the bus and out of the aisle.
  • Keep all food and drink off the school bus - no eating, drinking or chewing gum allowed on the bus. Activity trips are the only possible exception to these rules, with teacher taking responsibility for cleaning the bus.
  • Only those items that can be safely held on your lap or stored under the seat will be permitted on the school bus.

Order of Consequences for rules violations (at the discretion of the driver)
1st violation: Verbal Warning by driver
2nd violation: First Consequence - Assigned seat (3 days)
3rd violation: Second Consequence - Assigned seat - Telephone call to parents
4th violation: Third Consequence - student incident report sent to principal
5th violation: Fourth Consequence - student incident report sent to principal (possible 3 days off the bus)

Severe Cause ... automatically sent to principal .. fighting ... endangering the safe operation the bus or safety of passengers ... verbally abuses the driver ... vandalism or destruction of property ...

12) Proposed Executive Session to Discuss Appraisal of Real Property, Located at 1001 West Oak. St., Collinsville, OK, Pursuant to Section 307 (B)(3) and Hiring of Personnel, Pursuant to Section 307 (B)(1) of the Open Meeting Law, so that Board May Return to Open Session With No Board Vote Intended.

18) Discussion and Vote to Accept Policy of Restrictions on Presence of Sex Offenders On School Property. --
approved, a new state law has further restricted access to school property (within 300 feet) by sex offenders that are parents or legal guardians of students there. The policy was written by the state's school attorney and will likley be applied statewide. The local police department will administer the policy with the building principal having certain exemptions for enrollment or student pickup/dropoff.

19) Assistant Superintendent's Report. -- Terry Due's report:

  • School is working with the city for security lighting at the new track.
  • Estimates are being gathered for camera systems at ECC, Wilson and track.
  • A few water leaks are being addressed at the new ECC building
  • Some of the new ECC playground equipment has been installed. Thank you's to Reasor's for their significant donation.


20) Superintendent's Report.
-- Pat Herald's report:

  • $74K of protested SW Bell amount received
  • Kent Smalygo had offered a car as incentive for improved CHS attendance program but liability issues may prevent the deal.
  • ODOT meeting with objective of extending multi-lane S-Curve improvement beyond the high school.
