4. Discussion and possible action concerning a resolution and proclamation to call a Special Election in the City of Collinsville, Oklahoma, for the purpose of granting to Oklahoma Natural Gas Company, a division of Oneok, Inc., for a period of twenty-five years, a non-exclusive franchise; calling for and giving notice to the Secretary of the Tulsa County Election Board to conduct said election; providing for hours of the election. -- approved -- The election date of Sept. 11th will give the citizens of Collinsville the opportunity to grant or deny this 25 year franchise to ONG. This new franchise includes a 4% franchise fee as called for in the city charter. The previous (1980 approved) 25-year franchise was for only 2% in conflict with the city charter. When that previous franchise expired in 2005 the City tried to exercise the buyout option which would allow the city to operate the gas service but Collinsville voters rejected that option. The city and ONG have been working on a new franchise agreement (which still includes a buyout option after 15 years) since that election in 2005 with continued service uninterrupted since the old franchised expired.
