The Collinsville City
Commission met Monday, June 6th
at 7pm (at the City Hall Annex, 1126 West Main) for the
regular meeting of the Municipal Authority and Commission.
City Commission:
IV. CONSENT: All matters
under "Consent" are considered by the City Commission to be routine
and will be enacted by one motion. Any Commissioner may, however, remove an
item from consent by request.
1. Approval of Minutes of the Collinsville City Commission Regular Meeting
of May 16, 2005, Minutes of the Collinsville City Commission Special Meetings
of May 23, 2005, May 25, 2005 and May 31, 2005.
2. Approval of disbursements and payroll.
3. Cemetery Deeds

V.UNFINISHED BUSINESS
1. PUBLIC HEARING: CZ- 159 - Public hearing, consideration and possible approval of Zoning Ordinance 765 on a request to rezone property located on the west side of N. 19th (Garnett Road) approximately ¼ mile north of Maple - Francis Streitel Villa (St. John Villas), AG Agriculture District to RM-1 Multi-Family Residential District for elderly housing per Sections 400.5, 410, 430.1 and 1530 of the Collinsville Zoning Code. The subject property is located in Section 19 Township 22 N, Range 14 East and consists of 4.6331 acres. --Approved
2. Consideration and possible action to approve emergency clause pertaining to Ordinance 765. --Approved
3. Discussion and possible approval of Final Draft of revised Employee Personnel
Manual to become effective July 1, 2005.

4. Supplemental appropriation to the General Fund Budget to be distributed to the Police and EMS departments.--Approved
VI. EXECUTIVE SESSION
1. Consideration and possible action to go into Executive Session to discuss and possibly take action on the following:
A. Confidential communication with City Attorney regarding pending investigations, proceedings, claims and litigation as allowed by O.S. 25, 307 (b) (4).

B. Discussions concerning the employment, hiring, appointment, promotion, demotion, disciplining or resignation of any individual salaried public officer or employee as allowed by O.S. 25, 307 (b) (1).

3. Consideration and possible action to purchase to ONG Gas System within the City of Collinsville as provided for by the existing franchise agreement with ONG. --Approved
4. Consideration and possible action on a resolution
and proclamation to call a Special Election for the taxpayers to consider
purchasing the existing gas system from ONG as provided for by the franchise
and for the City to engage in the operation of the gas system as provided
for by the Collinsville City Charter. --Approved (no
date set yet)
VI. NEW BUSINESS
1. Consideration of any new business, which can be considered an emergency, to come before the City Commission not known about or which could not have been reasonably anticipated at the time of posting this agenda.

V. UNFINISHED BUSINESS
1. City Manager Report.
(Big announcement was the reading of Mayor Sallee's
letter about Collinsville being granted the ODOT TEA-21 transportation
enhancement funds to revamp 2 block on Collinsville's Main Street)

44 Oklahoma community project were approved with Collinsville, Claremore and
Tulsa being the closest ones.
Bob Wolfram also reported the new Fire/EMS building is almost complete. Furniture should arrive Thuesday and phones should be enabled Monday (June 13th). The final inspection is planned for Wednesday 6/8.
Resent results from the disk filter tests at the sewer lagoon were promising. The final results are expected in about 30 days from Updike. It is hoped that the filter technique would provide addital capicity for the existing lagoon system.
The initial SK&O June 20th deadline to clean up the rail right of way through Collinsville is nearing. The city will file a report with the Oklahoma Corporation at that time. Wolfram reported a party is investiggating taking some of the right of way property from SK&O but there are concerns with getting clear title pending the cleanup required by the Corporation Commission. A second (November) deadline is for the street crossings at Walnut, Broadway and Main.
