New Building & Track

The Regularly Scheduled School Board Meeting for Collinsville Public Schools, Independent District I-6 was held December 5, 2005 Monday
Time: 7:00 p.m.
Place: Education Service Center, 1119 West Broadway, Collinsville OK 74021

Note: I was at the city meeting during items 1-7 and only heard part of the item 8 discussion below. -- Ted Wright

1) Call to Order and Roll Call of Members.
2) Record of Members Present and Absent.
3) Presentation by the Constituency.
4) Reading of Minutes -November 7, 2005 Regular Meeting.
5) Approval of Purchase Orders and Payment of Purchase Orders - FY2006 General, Building, Child Nutrition Funds and FY2005 General, Building Fund Reserves and All District Funds - Approval of Budgets, Reports, Allocations and Investments.
6) Discussion and Vote to Approve Activity Fund Fund-raisers.
7) Discussion and Vote to Approve School Board Meeting Dates for Calendar Year 2006.
8) Discussion to Set Priorities for Spring 2006 Bond Issue.

A new kindergarten / early childhood center (to be built adjacent to Herald Elementary) and the 2nd phase of a new track were the top two items on the priority list discussed at length at Monday's school board meeting. Several other items were discussed for improvements (redoing the water damaged wall coverings at the high school commons and improving the appearance of the visitor's dressing rooms at the high school gym for example) but those will likely be done out of the general fund. A third item "committed to" was new instruments and uniforms for the band. The instruments (but not uniforms) can be funded with any remaining Vision 2025 funds originally tagged for text books. Owasso recently obtained Vision 2035 approral for a similar expenditure.

Preliminary planning had the new building at the Wilson Elementary location, but the move to the land at Herald instead frees up at least 5 classrooms at Wilson and doesn't take away play ground space. I didn't hear all of the discussion but one theme pushed by board member Ted Clark was building as many classrooms as possible at one location (i.e Herald this time) to try to stay ahead of the projected growth as the cost per classroom would only increase in the future. And each campus would be better off to wait their turn and build large each time rather than adding a just few more costly classrooms on each bond issue.

School administrators will now take the board's suggested priorities and work with the architects to get more definite costs to present to voters before next spring. The 2nd phase of the track would only surface an 8-lane track but other facilities such as seating, rest rooms, concession stands, parking ...etc would likely be part of a later bonds. The first phase of the track was covered in the purchase of the land west of the high school in a previous bond issue.


9) Vote to Approve Out of District Travel for One Administrator and One School Board Member to Attend National School Board Association Conference in April 2006 in Chicago, Ill. -- approved
10) Resignations: Lori Moore, M S Gym LR. -- approved
11) Assistant Superintendent's Report.
--Terry Due reported that he and Kelly Hamlin are "about 99.5% ready" to sign off the new middle school construction. They are waiting for at least one heavy rain or snow to verify the roof leaks have been addressed. There are still bubbled tiles and a small amount of cleanup remaining also.
12) Superintendent's Report.
-- Pat Herald reported there had been 3 meetings with the architects so far and many more anticipated as plans finalize for the new Early Childhood Center. Pat urged all to get out and vote Dec. 13 on the 4-to-fix-the-county issue as hundreds of Collinsville schools kids travel through the dangerous S-Curve each school day.
