Oct. 4, 2004 Street Closing and "Charlie's Park" Deed |
The Collinsville City
Commission met Monday, Oct. 4th
at 7pm (at the City Hall Annex, 1126 West Main) for the
regular meeting of the Municipal Authority and Commission.
Note: I was splitting time between the city & school board meets so can't comment on all agenda items.-- Ted
Municipal Authority:
Consent Agent approved.

City Commission:
Consent Agent approved.
1. & 2. Public meeting on Multi-Hazard Mitigation Plan followed by
resolution to adopt plan.
3. Status from INCOG on update of Collinsville Comprehensive Plan.
4. Plans to establish an EMS Explorers program in collaboration with the Boy Scouts of America and Collinsville EMS.
5. Request from James Fugate to review commercial refuse fees changed without notification. Mr Fugate stated he was paying at a rate establish about 10 years ago and was surprised when a new rate appeared on his bill last month. The city had changed the rate based on an audit and said they had no record of that agreement. The commissioners agreed to rollback to the old rate until formal notification was provided to Mr. Fugate and several others in similar situations. Note: this was an isolated billing adjustment prior to the new refuse rates that will take effect to all customers when the new polycarts are available.
The commission approved the following three street closings:
6. Saturday Oct. 16, 2004 (8am-4pm) Oak Street between 14th & 15th for Community Church Auction to raise funds for church rebuild.
7. Saturday Oct. 30, 2004 (5pm-7pm) Main Street between 10th & 14th for American Legion's annual Halloween festivities (parade starts at 6pm and heads East).
8. Thursday Nov. 11, 2004 (10:30am - noon) Main Street between 9th & 14th for Veterans Day Parade. The parade starts at 11am and heads West.
9. Re-approved contract for lease purchase of 2004 Chevy 3500 1-ton truck already in use by city.
10. The commission accepted the deed to "Charlie's Park" and declined to pursue a potential lawsuit now to remove a remote possibility of future title claim.
After executive session review of the city clerk's 90 day performance the commission approved a raise and 5 days vacation per the clerk's contract.
Before adjornment Mayor Sallee thanked out-going City Manager Mike Tinker for his good work for the city. The Mayor mentioned lots of extra meetings Mike attended and networking statewide that help further Collinsville.
