The Regularly Scheduled
School Board Meeting for Collinsville Public Schools, Independent District
I-6, was held at 7pm November 8, 2004 with all members present. Minutes
of October 4, 2004 Regular Meeting were approved.
Purchase Orders and Payment
of Purchase Orders - FY 2005 General $112,888,
Building $17,828, Child Nutrition Funds $29,943
and FY2004 Bond 04 Fund and All District Funds - Approval of Budgets, Reports,
Allocations and Investments. All approved including
$10,359 reserves.
Activity Fund Fund-raisers. Approved: Spanish Club,
Band and NHS (Powder Puff Football).
Discussion of Middle School Athletic Scheduling - Bill Rule. No
action was taken at this meeting but two options were discussed and one will
likely be proposed for approval before Febuary to be in place before April/May
pre-enrollment. The stated objective is to decrease the teacher/student ratio
by hiring additional coaches with the side benefit of allowing additional
practice time for middle school students. That practice time is currently
limited by sharing coaches and practice facilities with the high school. Athletic
Director Bill indicated the two options being considered are a zero hour practice
or a combination of 4th hour practice and after school practice. Both choices
potentially impact the academic schedule of ~1000 students, coaches and even
elementary sports schedules. Several parents (many associated with the 6th
grade football program) were in attendance and offered their support. Changes
were considered for this school year but tabled due to anticipated complications
with construction at the middle school and the lack of classrooms for additional
coach/teachers.

Hiring of Personnel: (Approved) Melissa Smith,
Teaching Assistant,ECC.
School District Policy Revisions (Approved ... legal
wording changes to clarify exempt -vs- non exempt employees).
Bid Contracts for Construction of Middle School Addition and High School Classrooms.
The low bids of Crossland Contruction for both middle
school (~$2,889,000) and high school (~$664K) construction were approved.
The bid promised completion within 225 days of contract signature. With pre-approval
by administration (authorized at last board meet) several days were saved
as the contractor starting moving in equipment today and applying for city
permits.
Terry Due was approved as Authorized Representative
for State and Federal Programs Effective January 1, 2005 (when
Craig Creech's retirementment starts).
Election Call Resolution for upcoming school board position
5 was approved. Filing period opens 8am Dec 6th and closes 5pm Dec 8th. The
election will be held Feb. 8th, 2005. The position
is currently held by Memory Ostrander who is filling the spot vacated by Jon
Werthen (link to post 5 map and
info from June 2004). State law now required additional legal notification
with press releases and legal publications in all three counties involved
(Washington, Rogers & Tulsa).
Public Hearing for the Purpose of Hearing Comment on Financial Matters of
the School District, Including Past and Future Expenditures of the District.
Rita Pate reported on the expenditures (over $9 million)
and revenues taken in for the previous school year ending in June 2004.
Collinsville Public Schools, Independent District I-6 Fiscal Year Budget for
FY2005 was approved: $11,083,826 General Fund and $243,268
Building Fund. Salaries and benefits account
for 88% of the budget
Assistant Superintendent's Report. Craig Creech reported
on the upcoming middle school and high school construction. He also reported
on equipment donated to Collinsville School by the Vo Tech Center estimated
at worth more than $100,000.
Superintendent's Report. Pat Herald indicated that Veterans
Day Assemblies would be held at several Collinsville campuses. Mr.
Herald also indicated the increase in 44 students this year would have been
bigger if the district had not capped transfers due to construction limitations.
Announcements. Bill Rule announced the following All-State
selections: Erica Holly (Softball), Heather Hampton (Volleyball) and Jeannette
Lykins (Volleyball). The fall sports banquet will be held Tuesday Nov. 9.
